Appointments to technical cooperation contracts do not confer the right to a career at the ILO or to an automatic renewal of the contract or a conversion for a commitment of another kind to within the Organization. One year of fixed-term contract will be granted. In addition, the extensions of technical cooperation contracts are conditioned in particular on the following elements: the availability of funds, the continuity of the need for the functions exercised and the services and satisfactory conduct.

Introduction: general information on the context in which the official will work

The National Coordinator will cover the governorates of Kebili and Tataouine as well as, if necessary, other intervention governorates of the project, and will therefore have to remain mobile according to the activities ( sites, productions, ) training requiring its presence. The International Labor Organization is the United Nations agency which aims to promote and implement fundamental rights at work, increase employment and income opportunities for women and men, expand the benefit and effectiveness of social protection for all, and strengthen tripartism and social dialogue.

The ILO Country Office in Algiers for Algeria, Libya, Morocco, Tunisia and Mauritania, is seeking to recruit a National Coordinator / director/e Project for the development cooperation project in Tunisia « Pilot Initiative for Integrated Local Development » funded by the European Union and Swiss cooperation is implemented by the organization international labor. This project is part of the support for the decentralization and local development process in Tunisia.

The objective is to support the decentralization process and create a dynamic of local economic development generating decent jobs in the 19 municipalities, 14 of which are newly created in 04 governorates, namely : Jendouba ( 05 ), Kasserine ( 02 ), Gafsa ( 05 ), Tataouine ( 04 ), Kebili ( 02 ) local actors promoting, to support the new municipal teams, to provide an integrated response based on the enhancement of local wealth and the creation of SMEs. The interventions will have a focus « infrastructure » and will be based on the HIMO methodology: High Intensity in Manpower associated with vocational training actions, development of the private sector, the organization of small economic operators,support for the creation of local added value and the development of a value chain.

He will be responsible for supporting the contracting authorities ( common ) throughout the process linked to the construction of the identified infrastructures and to implement them according to the principles of the HIMO approach. It will work in close collaboration in the field with the regional coordinators of the sectoral ministries ( by providing them with technical support as necessary for the activities in progress ) and will ensure the relationship between the services municipal, BE, SMEs, decentralized services concerned, and beneficiaries.

Supervision :

The incumbent of the National Project Coordinator / Director will be based ( e ) in Kebili and will work under the general supervision of the Director of the ILO Country Office in Algiers, he will work under the direct supervision of the Senior Technical Councilor and report to him.

It intervenes in close collaboration with the regional expert facilitator in local development of the region concerned, according to the work plan established in close consultation, and according to needs. It supports the interventions of national or international consultants, specialists in various aspects related to the development of the HIMO approach.

Essential functions and responsibilities

  •  Accompany local officials in the identification of infrastructure eligible for the project approach.
  •  Provide information days on the introduction of the HIMO approach to the various partners Ensure prospecting and identification of regional potentials in terms of resource development ( useful substances ).
  •  Provide advice to partners on alternative approaches and technologies in the design of works, taking into account the principles and impacts sought by the project.
  •  Establish an inventory of BE and SMEs, will try, available locally, and identify the main training needs.
  •  Ensure the preparation of technical files and CADs, taking into account the objectives of the project and adaptation to SMEs, by closely involving the main technical partners, namely the municipality, the CPSCL and the DREs.
  •  Participate in the organization of counting, award of contracts, contractualization, preparation, finalization and monitoring of financial settlement files, according to the procedures of the ILO and the Tunisian administration ;

  •  Ensure permanent monitoring of projects with partners, and set up ad-hoc monitoring tools.
  •  Participate in the identification of training measures to be implemented, both for the SMEs involved and in terms of on-site learning.
  •  Monitor and support activities in the exploitation of useful substances ( quarries, ).
  •  Establish a system for exploiting and archiving data from demonstrative sites, as a capitalization tool for municipalities and decentralized services.
  •  Contribute to technical training for SMEs and try, and evaluate these training courses.
  •  Contribute to the development of trades guides in the construction industry concerning new techniques used on construction sites.
  •  Contribute to the planning, monitoring and reporting of project activities in the above areas for its intervention areas.

Qualifications required

Training

First level university degree in architecture, civil or rural engineering engineering ( depending on the intervention areas ).

Experience

Professional experience of at least three years in the identification, management, implementation of public, rural or urban infrastructure. Experience in site management and in the use of local materials or alternative technologies valuing local resources. Experience in technical training in the construction sector, in the dining room or on construction sites…

Languages

Excellent mastery of French and a good knowledge of Arabic. Knowledge of English would be an advantage.
