Assignment :

You will be responsible for managing the Technical Department Managers and providing support to the Country Director.
Your role will be to:
Ensure that ACF programs in Chad meet ACF’s vision and mission and strengthen ACF’s impact on beneficiaries and various stakeholders Demonstrate leadership in the development and quality of ACF programs in Chad
Take into account ACF’s global strategy at the international level, ACF’s strategy and ambitions in Chad, and the strategic positions of the Chadian state, donors present in Chad, as well as the expectations of communities and beneficiaries of ACF programs
Supervise the Heads of technical and programmatic departments (RDDs WASH, SAME, MEAL, Advocacy and Communication, Grant and Partnership, Mental Health and Care Practice) Guarantee the technicality, expertise and quality of the programs implemented by ACF in Chad
Actively participate, in support of the Country Director, in defining ACF’s strategy in Chad and the operational variations of this strategy through programs and projects in the field
Ensure that ACF’s strategic themes – Health/Nutrition, Mental Health and Care Practice, Food Security and Livelihoods, Water, Hygiene and Sanitation, Advocacy – are developed and integrated into ACF’s strategy and programming in Chad
Establish and strengthen monitoring, evaluation, capitalization of best practices and learning mechanisms in connection with the programs developed by ACF in Chad
Act as interim Country Director and lead the Senior Management Team in the absence of the Country Director
More specifically, your missions will be to:
Participate in the definition and implementation of the strategy and ensure the management of the technical program departments
Participate in the representation of ACF and maintain relations with donors, authorities, United Nations agencies and other NGOs, on the technical operational strategy, programs and advocacy
Identify and analyze humanitarian needs and issues in the country
Manage your team
Monitor program budgets and help identify potential funding opportunities

Profile:

You hold a higher degree at Bac+5 level in project or organisation management or any other equivalent field or experience.
You have successful experience in strategic management of operational planning, as well as in the management of multi-sectoral, emergency and development programmes, including their budget management.
You have proven experience in writing project proposals, in leadership and in managing senior staff (Directorate level).
You have already worked in a complex environment and/or situation.
You are familiar with donor procedures and strategies (ECHO, SIDA, EuropeAid, FFP, OFDA, AFD, SDC, United Nations Agencies, etc.).
You have excellent leadership skills, integrity and honesty and you are able to effectively manage teams and monitor performance.
You are particularly competent in stress and complexity management, and in emotional intelligence.
You are fluent in French and English, both orally and in writing, and have good communication and writing skills.

Employment conditions
Fixed-term contract under French law: 12 months
Gross monthly salary: from 2,899 to 3,376 euros depending on experience
Retirement insurance reimbursement for non-French citizens: 16% of gross monthly salary
Per diem and monthly living expenses: 767 euros net, paid in the field
Monthly context allowance: 150 euros
Child allowance: 1,500 euros per year and per child present in the country of origin (ceiling of 6,000 euros/year)
Transport and accommodation: Coverage of travel and collective accommodation
Medical coverage: 100% coverage of health contributions (CFE + supplementary health insurance) and repatriation insurance
Salary maintenance arrangements (sickness, maternity, paternity)
Leave and RnR: 25 days per year of CP and 20 RnR per year; ticket support with ceiling to go to the chosen break zone, and 215 euros of fixed compensation per RnR
