About: Action Against Hunger
Created in 1979, Action Against Hunger is an international non-governmental organization that fights hunger in the world. Its charter of humanitarian principles – independence, neutrality, non-discrimination, free and direct access to victims, professionalism, transparency – has been the basis of its identity for more than 40 years. Its mission is to save lives by eliminating hunger through the prevention, detection and treatment of undernutrition, in particular during and after emergencies related to conflicts and natural disasters. Action Against Hunger coordinates its programs around 5 areas of activity: Nutrition and Health – Mental Health, Psychosocial Support and Protection – Food Safety and Ways of Existence – Water, Health, Sanitation and Hygiene – Advocacy. Mission :
Surrounded by a Deputy Head of the Department of MEAL of a responsible GIS and Information Management System and a responsible accountability you will have the responsibility to guarantee the quality, the relevance and technical innovation of the MEAL strategy on the mission, and, by supporting the Programme Department at the coordination level and as a basis for the implementation of qualitative projects and increasing its accountability to beneficiaries, the, to the intervention communities and to all the stakeholders (state authorities, implementing partners, lessor.
Specifically, you will have the following missions :
Contribute to the definition of the country strategy and the positioning of the MEAL department, particularly with the definition and follow-up of the document of the MEAL Country strategy in agreement with the International and national ACF frameworks and the country strategy.
Coordinate the identification of the MEAL needs, the formulation of the MEAL components of the project proposals and the internal and external reporting related to them.
Coordinate the functioning of the MEAL department by supporting the implementation of programmes/projects in terms of monitoring, evaluation and learning.
Support the mission to strengthen the accountability of its programmes to beneficiaries, communities of intervention and all stakeholders.
Strengthen and structure the Information Management System (IMS) in programmatic terms, and coordinate Geographic Information System (GIS) initiatives.
Manage the teams of the MEAL department.
Fixed term contract of 12 months according to the French or Congolese labor law

Profile :
You have a graduate degree in monitoring and evaluation, international relations/business, humanitarian affairs, international development, public health, statistics, epidemiology, demography or other studies
. You have at least 4 years of field experience in humanitarian and/or development programs within NGOs, including at least 1 year in international NGOs.
. You have multiple experiences as a MEAL manager, prior experience as a coordination position in the MEAL department would be a plus.
. You have knowledge about the following tools: ODK, Kobo and/or other mobile data collection tools (Commcare, Data Winners).
. You have good management and leadership skills and a very good ability to analyse.
. You master French perfectly both orally and in writing. Knowledge of English a plus.
