Niger is a landlocked country, located in West Africa with an area of 1,266,4915 km ². The estimated population of 24 million ( estimates July 2021 ) is mainly young and rural ( 81.3% ). Children aged 0 to 14 represent 49.5% of the population, 19.7% of whom are under 5 years of age and 4.2% between 0 and 11 months of age. Despite all the efforts made, the health situation of children in Niger remains worrying, with high rates of malnutrition and infant and maternal mortality. The results of the recent ENAFEME 2021 survey note a slight decrease in the mortality rate of children under 5 years of age, which goes from 127 per 1000 NV in 2012 to 123 p 1000 NV in 2021,but a sharp increase in the mortality rate for children under one year of age between 2012 and 2021, which went from 51 per thousand to 73 per thousand over the period. This increase is mainly due to an increase in neonatal mortality from 24 in 2012 to 44 per thousand in 2021 ( which was the situation of 1998 ) while mortality after first month of life has decreased from 32 to 29 per thousand in the past 10 years. General objective of the consultation :
Support the Directorate of Community Health of the Ministry of Public Health of Population and Social Affairs for the evaluation of the National Strategic Plan 2019-2023, the development of the new strategic plan and develop an investment framework to support the financing of community primary health care in Niger.

Méthodologie :
La méthodologie de la mission sera développée dans l’offre technique du consultant. Elle sera adoptée après discussions avec toutes les parties prenantes et soumise aux orientations et à la validation du comité technique.
Le/la Consultant(.e) travaillera en étroite collaboration avec la Direction Générale de la Santé Publique et, la Direction de la Santé Communautaire et le staff de l’UNICEF.
Il/elle fournira dans sa proposition technique (i) une première ébauche de la note méthodologique en fonction des objectifs, des livrables, et de sa compréhension de la mission qui lui est demandé, et (ii) un chronogramme des activités.
The consultant ( .e ) will report weekly to the small community health group and monthly to the national committee for the coordination of community health interventions, on the progress of the process. He / She will submit the various documents for validation by the technical committee. He / she will support the organization and holding of the various workshops. He / she will submit the documents to be enriched or validated by the committee three days in advance
Duration of the consultation :
Consultation is planned for a 70 day duration of work, and will take place over a period of 4 months from mid-May 2023.
Supervision :
The consultant ( e ) will work under the direct supervision of the Head of Maternal, Neonatal and Infantile Health Unit, in close collaboration the Ministry of Public Health of Population and Social Affairs through the Directorate of Community Health.
Place of employment :
The consultant ( e ) will be based in Niamey, at the level of the Directorate of Community Health. He / she will be subject to the personnel management rules of the Niamey office and will work with the Head of Maternal Health Unit, Neonatal and Infantile of the UNICEF office for all technical aspects. In the event of a mission outside the intervention area, Unicef will cover the means of travel and the daily subsistence allowances ( DSA ) on the basis of the rates applicable in the intervention areas concerned.
Working conditions :
Le/la Consultant (e) utilisera son propre ordinateur et n’aura pas accès à l’internet UNICEF. Toute fois les descentes de terrain seront organisées selon les règles en vigueur et applicables aux personnels commis par l’UNICEF. Il/elle sera soumis au strict respect des règles des mesures de sécurité appliquées au personnel des Nations Unies.

- The cover letter: applicants must indicate in their cover letter, their ability and availability to use the terms of reference.
- The technical offer : it will focus on how the consultant ( e ) understood the terms of reference and plans to conduct the consultation. The technical offers will briefly highlight the proposed approaches and methods as well as an indicative calendar of deliverables.
- The financial offer : the remuneration proposal in American dollars must include the daily fees, the daily subsistence allowances ( DSA ), the international economic tariff trip, communication and other information if applicable.

- La preuve d’un travail similaire concerne les preuves de deux études ou deux travaux similaires axés sur planification stratégique, axée en particulier sur la santé communautaire.
UNICEF se réserve le droit de faire les vérifications nécessaires.
Critères d’évaluation technique et financière
- Tout dossier de candidature incomplet ne sera pas examiné
- Disposer de qualification et expérience nécessaire ;
- L’offre technique sera notée sur 70 points
- L’offre financière sera notée sur 30 points.
Seuls les dossiers ayant obtenu 50 points pour l’évaluation technique seront examinés pour l’offre financière. La proposition financière la plus pertinente/réaliste et la plus basse obtiendra le maximum de points (100%). A offre technique égale, l’offre financière la plus réaliste et la plus basse obtient le maximum de la note.

Pour l’offre financière :
L’offre financière la plus basse obtient le maximum de la note financière. Les autres offres ayant passé le seuil technique requis recevront des notes inversement proportionnelles à l’offre la plus basse.
NB : Le/la consultant (e) ayant obtenu le nombre de points cumulés (offre technique + offre financière) sera retenu.
En tant que défenseur pour chaque enfant, vous devrez avoir…
- Un diplôme universitaire supérieur en santé publique et en économie de la santé, en sciences sociales ou dans une discipline apparentée. Diplôme en santé communautaire serait un atout.
- Expertise avérée en renforcement des systèmes de santé communautaire dans le contexte de la planification stratégique et opérationnelle, y compris l’analyse des goulots d’étranglement, des effets des stratégies correctives sur la couverture santé universelle et de l’impact sur la santé.
- Expérience avérée en leadership, gestion et coordination de programmes de santé publique.
- Connaissance avérée de la santé communautaire.
- Expertise avérée dans l’estimation des coûts, la conception de scénarios de financement, la budgétisation et dans l’élaboration de dossiers d’investissement.
- Expérience avérée de l’analyse et de l’examen de la situation des programmes, de la planification et de la budgétisation ;
- Capacité à développer et à animer des ateliers de planification stratégique en santé publique, le «costing», l’adaptation d’outils de modélisation et l’élaboration de dossiers d’investissement.
- Expériences et expertise en matière de plaidoyer, de dialogue politique et stratégique,
- Connaissance du contexte du Niger est atout.
- Au moins 10 ans d’expérience dans le processus d’élaboration de plan stratégique national de santé dont au moins 8 ans dans la santé communautaire,
- Expérience dans l’encadrement d’équipes pays dans l’élaboration de plan stratégique national de santé,
- Expérience dans la gestion des programmes de santé communautaire ou de santé maternelle, néonatale et infantile y compris la planification stratégique et la mise en œuvre à l’échelle nationale du système de santé,
- Experience in developing countries with a similar profile,
- Proven experience of working and liaison with the Ministry of Health and other key stakeholders involved in community health ;
- Knowledge of key donor interests and funding opportunities would be an advantage
- Strong skills in analysis, negotiation and oral and written communication
- Effective presenter to present concise and impactful presentations of the interventions ;
- Good interpersonal and communication skills ;
- Ability to work in a multicultural environment
- Mastery of Planning and Budgeting Tools.
- The consultant ( e ) must have his own laptop with the appropriate software for data collection and analysis.
