The Human Development operational program spans education, health, social protection, labor and jobs. The HD PG coordinates with other Practice Groups to ensure a coordinated and integrated approach to development challenges, and through the World Bank Regional Units is expected to deliver the strongest and most pertinent support to our client countries. Human Capital Project Human capital is a population’s health, skills, knowledge, experience, and habits. People’s education, health, resilience, and access to labor market opportunities have intrinsic value and are viewed by many as a human right. From an economics perspective, they are equally essential to increase productivity. They are important for inclusive human progress in large part because they reduce inequality, improve welfare, produce intergenerational benefits, and promote growth and economic development. Human capital however is commonly not utilized to realize its potential and drive economic growth. A good job—with adequate earnings, working conditions and protections—was out of reach for arguably most in low- and middle-income countries. Before the pandemic, 250 million youth – mostly women – were not in employment, education, or training, putting a dent in their aspirations. Just as worrisome, many of those who do work do so in very low productivity activities, often informally, without access to social or legislative protections and with few opportunities to move up the labor market ladder or learn. Informality stood at 70 percent of total jobs even before COVID-19 hit and labor market inequality, especially gender differences, remain large. Many workers today are poor or one shock away from falling into poverty. The challenges of building, protecting, and using human capital are further complicated by multiple overlapping global shocks, such as COVID-19 and the rising food prices, and long-term trends, such as technological and demographic shifts, urbanization, globalization, climate change, and forced displacement of people due to ongoing conflicts, which are eroding hard-won development gains. The Human Capital Project (HCP), launched in 2018 to advocate for human capital investments, and is even more relevant now given the setbacks to human capital in recent years. The HCP has been incrementally providing the resources and analytical tools to help the governments prioritize investments that support human capital accumulation, its protection and utilization, and improve the quality and efficiency of that spending to achieve better outcomes.

The global HCP team is staffed by a combination of full-time professional staff, short-term and extended-term consultants, and staff on secondment from operational units. The HCP uses a three-pronged approach to support country teams and clients to promote investments in human capital. It offers measurement and indicators on human capital; innovates on the type of analytics and operational support to better inform investments in human capital in a world navigating multiple short term and long-term challenges; and convenes partners, clients, and thought leaders to influence the global discourse on human capital.

Given the growing demands for the global HCP team’s support and its desire to ensure that support remains relevant and timely to the teams in the regions, the global team is seeking to expand its multisectoral expertise that is fundamental to move the agenda on human capital. The HCP is looking for energetic and enthusiastic members of the team who are willing to work as part of a SWAT team that is constantly curating latest global knowledge to offer the best policy advice for clients to safeguard human capital outcomes and channeling this knowledge through creative means for maximum impact.

Role Context

The HCP is recruiting a multi-faceted team member to create, organize, and disseminate high-quality content and knowledge products that support HCP’s strategic goals and objectives. The team member will also manage and coordinate various events and activities that promotes knowledge sharing and collaboration across different stakeholders, both internally and externally. This person will coordinate all editorial and publications efforts and provide support for project secretariat functions. This role will be critical in enhancing the organization’s reputation, thought leadership, and impact in its field of expertise. The individual will have expertise in putting together editorial projects, presentations, correspondence, briefs, talking points, speaker briefs and other content to serve the HCP Network. Second, the individual should also have experience coordinating activities such as events, publications, websites and others. Third, the individual should have a clear understanding of working with clients as a south-south broker such as for a community of practice. Lastly, the individual will know how to rapidly liaise with other bank departments and vendors in support of editorial and other coordination. The term of the contract is a GF-level ETC for 1 year with possible extension for a second year. The ETC must enjoy working in a fast-paced environment with short deadlines, changing priorities, and multiple workstreams. He or she must be able to work with all colleagues within the team, manage and negotiate competing deadlines, and regularly deliver high-quality outputs.

Duties and Accountabilities:

  •  Writing and Editing: Write clear, concise, and engaging content for different audiences and platforms and be proficient in different styles of writing, such as blogs, talking points, social media posts, newsletters, and event descriptions and summaries.
  •  Event Management: Plan, coordinate, and execute events, such as large multistakeholder conferences, webinars, and workshops. Proficiency in event logistics, budgeting, marketing, and promotion, as well as be able to manage speakers, sponsors, vendors, attendees and related correspondences.
  •  Content Development: Experience in creating, managing, and delivering various types of content, such as articles, infographics, videos, and podcasts. Familiarity with content management systems, such Adobe Experience Manager, Adobe Campaigns, Sharepoint, Twitter, Adobe Premiere Pro, and Adobe Creative Suite. Provide occasional graphics and photo editing.
  •  Project Management: Manage multiple projects in multiple languages across mediums, and priorities simultaneously, and be able to meet deadlines, budget, and quality standards. Strong organizational and communication skills, as well as the ability to work independently and as part of a team. Liaise with video editors, graphic designers, translators, and printers when needed to produce content.
  •  Analytical Skills: Ability to gather, analyze, and synthesize data, information, and feedback, and use them to improve content quality, audience engagement, and event outcomes. Measure and report on key performance indicators, such as website traffic, social media engagement, and event attendance.
  •  Knowledge Management Concepts: Good understanding of knowledge management concepts, principles, and tools, such as content categorization, taxonomy, metadata, search, and retrieval. Familiarity with knowledge sharing practices, such as communities of practice, expert networks, and social learning.
  •  Interpersonal Skills: Ability to communicate effectively with different stakeholders, such as clients, partners, colleagues, and external experts. You should also be able to build and maintain relationships, as well as be able to work in a multicultural and diverse environment.
  •  Ad hoc tasks as assigned.

Selection Criteria

  •  Minimum 5 years’ experience in editing/writing; prior WBG experience is a plus.
  •  Attention to detail and ability to rapidly respond to feedback on content. Strong sense of creativity and proven track record of developing engaging and innovative content, effective communications strategies, and organizing successful large-scale conferences. Prior experience arranging WBG-IMF Spring and Annual Meetings is a plus.
  •  Strong written, verbal, and interpersonal communication skills to convey complex information and ideas effectively to different audiences.
  •  Ability to work with diverse groups of internal and external stakeholders, build relationships, and influence.
  •  Ability to analyze complex problems, identify root causes, and propose effective solutions.
  •  Ability to manage time effectively, prioritize tasks, and meet multiple deadlines while ensuring quality standards. Able to share workplans in a transparent manner
  •  Professional fluency with MS Office suite, Adobe Photoshop, Adobe Illustrator and similar software.
  •  Bachelor’s degree (or equivalent) in communications; or marketing-related field.
  •  Excellent written and spoken command of English. Professional proficiency in Spanish, French, or Arabic a plus.
  •  Experience working on cross-functional teams.
