About Bahar:

Bahar Organization is an independent non-profit and non-governmental organization that provides humanitarian aid to vulnerable people without any discrimination in all its forms. BO is operating to respond to the needs and basic requirements of the humanitarian crisis in Syria in the middle of the affected communities caused by the conflict the basic principles of BO’s activities are to enhance the basic living standards of the affected population by delivering humanitarian aid based on the needs.

Purpose of Position:

The main role of the Field Manager is to build a strong field team by ensuring the integration of all projects into a single multisector program within a harmonized M&E system. The Field Manager is responsible for the overall management of operational aspects in support of the program team. S/he will work closely with technical Managers to ensure proper planning and implementation of activities per work plans and expenditure pipelines. S/he will possess excellent analytical and writing skills to prepare clear, concise, and informative reports. S/he will ensure that Bahars’ procedures are respected and followed by the field teams and will serve as the team leader and focal person.

This position maintains an open line of communication with and reports to the HQ program Manager. The Field Manager is the line manager of all field-based projects’ Managers.

  • Responsibilities:

Program Management and Development:

  • Act as a main liaison point between the Food Security & Early Recovery and Livelihood field projects’ Managers and provide leadership to the field program staff to guide, inform, and support the implementation process.
  • Undertake ongoing assessments of food security and livelihood situations, including developing situation analysis capacity to ensure that priority interventions are identified and determined based on Work plans and the Food Security & Early Recovery and Livelihood Strategic Plan.
  • Ensures that the use of Bahar’s resources is optimized through planning, implementation, and monitoring. All financial inputs are in line with Bahar’s policies and procedures as well as agreed program strategies. Program implementation is regularly monitored, and progress, where applicable, is evaluated to ensure the planned results and objectives are achieved.
  • Coordinates and facilitates technical decisions on program and/or project administration and implementation with the aim of promoting convergence and integration of the Bahar-supported programs.
  • Ensures that all operations-related issues are effectively and efficiently coordinated within the implementation region. Responsible for all Food Security & Early Recovery and Livelihood program field-based staff’s safety, security, and well-being.
  • Ensures timely ordering and delivery of materials and supplies as well as disbursement of cash assistance and provision of other services for program/project implementation. Monitors the overall commitment, expenditure, and liquidation of program funds.
  • Monitor and assess program implementation and decide on required corrective action.
  • Support the program Manager in constructing a Concept Note/proposal.
  • Contribute to related technical support in follow-up, planning, implementation, monitoring, and evaluating the associated emergency and resilience projects and programs.
  • Participate in the program review, design, and implementation plans to identify the beneficiaries and their needs.
  • Oversee the overall implementation of the designated projects in accordance with the project proposals/contract while ensuring objectives are met within the required time frame and budget.
  • Set periodic meetings with other departments to discuss the progress of the projects and find solutions for any existing and potential barriers and challenges.
  • Ensure designated projects are implemented in line with donor proposals and requirements and in accordance with Bahar, donor, country, and international standards.
  • Performs other duties when required. The duties and responsibilities listed represent the nature and level of work assigned and are not necessarily all-inclusive.
  • Act as the primary liaison between field project Managers and the HQ program team, providing leadership and strategic direction to ensure successful program implementation.
  • Lead and coordinate project kick-off, close-out, and management team meetings PMTs, ensuring alignment on goals, timelines, and deliverables.
  • Ensure effective communication and coordination with all stakeholders, including local authorities, NGOs, and other partners.

Representation:

  • Attending coordination meetings relevant to Food Security & Early Recovery and Livelihood activities.
  • Research and record humanitarian and local authority activities, by sector and by region – to identify program gaps and to strengthen coordination of activities and general relationships with other organizations.
  • Represent Bahar to donor bodies, UN agencies, NGOs, and local authorities.
  • Work closely with the Local authorities to ensure smooth communications about Bahar interventions.
  • Take full responsibility for all reporting aspects related to project implementation, ensuring that reports are accurate, timely, and meet donor and organizational quality standards.
  • Facilitate the preparation and submission of high-quality reports to HQ and donors, ensuring compliance with all relevant guidelines and confidentiality of sensitive information.
  • Continuously assess the effectiveness of reporting processes and recommend improvements as necessary.

Project Planning and Implementation:

  • Assume full responsibility for all aspects of project planning, including procurement, recruitment, and media plans, ensuring that these are aligned with project objectives and timelines.
  • Ensure timely procurement of materials and supplies, recruitment of necessary personnel, and implementation of media plans in support of program activities.
  • Monitor project implementation and make necessary adjustments to ensure that objectives are met and that the program remains on track.

Reporting:

  • Strong Reporting Skills: The successful candidate will possess excellent analytical and writing skills to prepare clear, concise, and informative reports. H/She will:
  • Facilitate and ensure accurate and well-documented internal reporting to HQ and donors.
  • Assure that such reporting contributes to the effective management of the program and meets donor quality standards and compliance regulations.
  • Lead the production of reports, ensure timeliness and accuracy of information provided, and ensure confidentiality of sensitive information.
  • Ensure complete, timely, and quality reporting of activities to the Program Manager.
  • Serve as the budget holder for field projects, ensuring that all financial activities are aligned with Bahar’s policies, procedures, and program strategies.
  • Monitor and manage the budget, ensuring that expenditure is within approved limits and that funds are used efficiently and effectively.
  • Oversee the financial inputs to ensure that program implementation is adequately resourced and that all financial commitments are met.

Capacity Building:

  • Assists in planning and organizing training programs for capacity building and program sustainability, contributing to increasing staff knowledge; proposes training by facilitating training and knowledge exchange.
  • Lead the capacity building of field staff, identifying training needs and organizing training programs to enhance staff skills and knowledge.
  • Promote a culture of continuous learning and improvement, encouraging staff to share knowledge and best practices.
  • Support the professional development of field staff by facilitating training and knowledge exchange opportunities.

Stakeholder Engagement:

  • Establish and maintain strong relationships with local authorities, ensuring smooth communication and collaboration regarding Bahar’s interventions.
  • Represent Bahar at coordination meetings relevant to FS ERL activities, advocating for the organization’s interests and ensuring alignment with broader humanitarian efforts.
  • Research and document activities by humanitarian actors and local authorities in the region to identify program gaps and strengthen coordination.

Operational Management:

  • Ensure that all operational aspects of the program, including logistics, security, and administration, are effectively managed to support program implementation.
  • Oversee the safety, security, and well-being of all field-based staff, ensuring that appropriate measures are in place to mitigate risks.
  • Monitor program implementation, assess progress against targets, and make necessary adjustments to ensure that objectives are met.

Adherence:

  • Contribute to the creation of a positive image and overall credibility of the organization, notably through the application of the organization’s Code of Conduct, ethics, values, and standpoint regarding internal and external actors.
  • Flag any potential risk to Bahar’s reputation, underspending, or overspending to the Program Manager.
  • Perform other duties as required, contributing to the overall success of the program and the organization.
  • Uphold Bahar’s Code of Conduct, ethics, and values in all interactions with internal and external actors.
  • Qualifications:
  • Bachelor’s degree in agriculture or similar subjects. In case the degree is different, it can be compensated with previous experience in the food security and livelihood sector.
  • A minimum of five years’ work experience in an international/national humanitarian organization, an emergency response, or a transition /development setting.
  • Extensive experience in the administrative and financial management of overseas programs at the management level.
  • Skilled in crafting clear and concise reports addressing the who, what, when, where, why, and how (5Ws and sometimes 4Ws).
  • Proven ability to gather and present information in a comprehensive and well-organized manner.
  • Comprehensive knowledge and working experience with ECHO, USAID, MoFA, EU, and other donors, including the UN system.
  • Skills and knowledge in program sustainability capacity building and project monitoring and evaluation (quantitative and qualitative methods).
  • Excellent understanding of transition development concepts, particularly in community Food Security & Early Recovery and Livelihood needs in post-conflict situations.
  • A sound understanding of developing emergency response strategies and plans and how they transition into longer-term programming.
  • Experience working in unstable or conflict areas and demonstrated compliance with following restrictive security procedures.
  • Knowledge of the Humanitarian context from Northern Syria.
  • Former experience working with livelihood programs is a plus.
  • A minimum of five years’ work experience in an international/national humanitarian organization, an emergency response, or a transition /development setting.
  • Excellent communication skills: This includes strong writing, reporting, and presentation abilities in English, as well as effective oral communication. Skilled in crafting clear and concise reports addressing the who, what, when, where, why, and how (5Ws and sometimes 4Ws).
  • Extensive experience in the administrative and financial management of overseas programs at the management level.
  • Proven ability to gather and present information in a comprehensive and well-organized manner.
  • Comprehensive knowledge and working experience with ECHO, USAID, MoFA, EU, and other donors, including the UN system.
  • Technical proficiency: Proficient in using basic IT functions (Office) and communication tools (email, internet, etc.).
