ABOUT BSF
Created in 2007 by historian Patrick Weil, Bibliothèques Sans Frontières strengthens the power of vulnerable populations to act by facilitating their access to information, education and culture. The association deploys its inclusive and innovative projects in around thirty countries around the world to enable people affected by crises and precariousness to learn, have fun and (re)build their future. Thanks to its innovative tools, its content library and its expertise in mediation, BSF and its partners tackle the major issues of the 21st century such as education, reading and culture, citizenship and social cohesion, health and employment and entrepreneurship.

CONTEXT OF THE POSITION
After 17 years of action, Libraries Without Borders is changing scale to respond to the emergency: our goal is to triple our operational volume by 2030, to transform the lives of 3 million people through our projects. Libraries Without Borders also aims to become a leading player in the invention and global dissemination of effective educational and social policy instruments, at a time when these have never been more necessary.
One of the key elements of this strategy called “Horizon 2030” is based on strengthening the presence and action of Libraries Without Borders as close as possible to its beneficiaries and partners.
BSF is well established in Burundi with a country office in Bujumbura and a presence throughout the country. In Gabon, a project is being implemented and managed by the Burundi teams.
POSITIONING IN THE ORGANIZATION CHART
The Support Functions Coordinator is placed under the hierarchical authority of the Burundi/Gabon Country Representative and works closely with the Program Coordinator.
He/she also works very closely with the admin/finance, HR and logistics departments at headquarters.
He/she supervises the staff in charge of administrative, financial, HR and logistics management based in Burundi.
MAIN MISSIONS
Ensure rigorous management of HR, administration, finances and logistics in compliance with national legislation, BSF policies and procedures in force and donor procedures.
1. Finance and administration
- Ensure compliance with national legislation and BSF and donor procedures;
- Support the Country Representative in defining its financial strategy in order to guarantee the financial stability of the countries;
- Establish budgets and administrative documents related to projects;
- Ensure monthly budget monitoring in conjunction with the head office admin-fin department;
- Monitor and analyze cost allocation;
- Ensure the proper maintenance of country accounts;
- Oversee monthly closing, review and integration of country accounts;
- Supervise the treasury and ensure that the account and cash registers are properly supplied;
- Supervise the management of cash registers and safes and ensure the security of funds and fund transfers;
- Prepare and support audits in conjunction with the administrative and financial department at headquarters;
- Ensure the archiving of agreements and the monitoring of lessor payments.
2. Human resources
- Ensure the application of HR policies defined by the association and contribute to their continuous improvement;
- Centralize data related to personnel management, supervise contract monitoring and salary payments;
- Ensure legal monitoring;
- Supervise the recruitment and integration of new recruits;
- Coordinate staff capacity building;
- Listen to the issues raised by the teams and ensure satisfactory working conditions.
3.Logistics
- Ensure the interface with the purchasing and shipping department at headquarters: drafting and archiving of purchase requests and orders, monitoring of orders, receipts and shipments;
- Ensure compliance with purchasing procedures and validation thresholds;
- Management and monitoring of local calls for tender (call for expressions of interest);
- Supervise and optimize logistics practices and procedures of different countries;
- Supervise the equipment fleet (including communication tools) and inventory management;
- Supervise the vehicle fleet and the implementation of log books/fuel consumption;
- Train teams in logistics procedures;
- Support missions in context analysis and the implementation of monitoring tools to optimize security management, in conjunction with the Country Representative and headquarters.
REQUIRED PROFILE
- Significant and successful experience of at least 3 years in financial management, HR and logistics in the international solidarity sector;
- Knowledge of the administrative and financial rules of donors, notably the EU, AFD, United Nations;
- Fluency in French and a good knowledge of English;
- Excellent command of the Microsoft Office suite;
- Good stress management;
- Rigor, organization and reliability;
- Ability to work independently, in a team and be able to make suggestions;
- Sense of pedagogy;
- Interpersonal and communication skills.
RECRUITMENT CONDITIONS
- Type of contract: Fixed-term contract for use (CDDU- Expatriate), contract under French law
- Contract duration : 12 months
- Start date: 03/02/2025
- Status and method of working time management: Executive status with a fixed-day package (208 days/year). – Acquisition of 30 working days of paid leave and 14 days of RTT (rest days) per year.
- Gross monthly salary : According to experience similar to the position and salary scale of BSF expatriates: between €2,600 and €3,083 gross/month.
- Advantages of the expatriate contract:
- Allowances for living expenses (€680/full month worked)
- Installation allowance (€500 upon presentation of supporting documents)
- Housing allowance (€550/full month worked, upon presentation of supporting documents)
- Social protection system adapted to expatriation: membership of the CFE (if applicable), supplementary health insurance, pension, repatriation assistance and civil liability
- Support for a return ticket for leave, from the place of assignment to the contractual domicile (valid within the framework of a contract of at least 12 months)
- Work location: Bujumbura in Burundi with travel to Burundi and Gabon (subject to change)
- Job context : context allowing expatriation with family.
