Program Officer, USAID Transparency and Integrity Activity At Counterpart International

In El Salvador, the Transparency and Integrity Activity (hereinafter “the Project”) is a five-year project funded by the United States Agency for International Development (USAID) that seeks to improve the transparency and accountability of Salvadoran State entities, working especially with institutions that govern integrity in the public sector and promote compliance with anti-corruption policies.

In order to meet the objectives set, Counterpart International seeks to hire the services of a Government Initiatives Officer to support the Government Initiatives Component, consisting of a Government Initiatives Coordinator and two Specialists, in the technical and operational execution of the various activities of said area within the project.

Responsibilities

  • Contribute to the operational management of work plans and daily implementation of specific activities agreed with beneficiary entities of the Project, considered in the work plans or agreed with the rest of the Component team.
  • Support the Coordinator in the preparation of event and work agendas with Project counterparts, attendance lists, management with service providers, partners and other members of the project when required, including requests made by other components or administrative areas of the Project.
  • Collaborate in the logistical coordination and implementation of training activities aimed at the staff of entities benefiting from the Project.
  • Provide support in the preparation of notes and follow-up of correspondence, with partner institutions and internally within the project.
  • Manage and systematize data and documentation required by Project officials.
  • Support the Coordinator in drafting memos, minutes, or summaries of meetings with beneficiary entities of the project or the component in general.
  • Participate in the preparation of monthly and semi-annual reports, as well as any other reports that may be required, to be sent to USAID.

Manage any other activity delegated by the Coordinator and related to the work under his/her responsibility, to achieve the objectives and expected results.

Qualifications

Required:

  • Bachelor’s degree in Law, International Relations, Business Administration, Industrial Engineering or similar fields.
  • Relevant experience of at least three (3) years in the management of work plans and activities linked to cooperation projects, preferably focused on anti-corruption issues or promotion of transparency or similar topics.
  • Knowledge of project management funded by international cooperation, especially USAID.
  • Intermediate command of the English language, especially at the reading and writing level.
  • Management of computer tools (Office 365, Microsoft Teams, SharePoint and Project Management)
  • Complementary studies in fields related to: a) transparency, ethics and fight against corruption, b) accountability and citizen participation, c) open government, d) risk management, e) project management or similar.
  • Communication skills, management and systematization of data and information.
  • With experience in organizing activities at the level of training processes, especially aimed at public sector institutions.
  • High organizational capacity and orientation towards achieving results.
  • Ability to work in multidisciplinary teams and in demanding contexts, under pressure.

Preferred:

  • Knowledge of Salvadoran public administration, especially at the level of public procurement legislation, transparency and integrity, administrative law, management systems, internal control or similar.
  • Knowledge of USAID-funded project management, as well as agency policies, regulations, procedures, and practices.
