Overview of LAI
The Laos Australia Institute is managed by Tetra Tech on behalf of the Australian Government. LAI is in the third phase of implementation which commenced in 2014.
The Laos Australia Institute manages Australia’s key investments in Human Resource Development (HRD) in Laos, including Australia Awards Scholarships and tailored short term training. The program also supports HRD policies, planning and implementation for the Government of Laos through work with our key counterpart organisation, the Ministry of Education and Sports (MoES), as well as other priority stakeholders.
Key responsibilities
The Key Responsibilities are arranged according to the two primary objectives of the role:
- LAI MERLA:
- Oversee implementation, and ongoing improvement of the LAI III MERLA Plan
- Lead the analysis and reporting on progress achieved against program outcomes and support team on output reporting
- Develop and lead implementation of program research and learning tools, including through workshop facilitation and training
- Technical assistance and capacity strengthening for Human Resource Development Office (HRDO) within (MoES):
- Assist the HRDO with the development of the MEL Framework and Implementation Plan for the next National HRD Strategy 2026-2035
- Assist HRDO to develop, improve or update data collection tools for the next period
- Lead on MEL capacity assessment with HRDO and government stakeholders, identifying gaps and opportunities, including capacity building
Selection criteria
- A Tertiary qualification in relevant discipline (Social Science, Humanities, Education, Organisational Development, Human Resource Development)
- Qualification in MERLA
- 5+ years’ experience of MERLA in international or development programs
- Experience in National Strategy development or review, in relation to socio-economic and/or HRD sectors, or related multi-dimensional strategy formation and implementation
- Experience learning and building capacity with foreign partners in MERLA
- Experience with quantitative and qualitative analysis software (e.g., SPSS, R, Nvivo, STATA.)
