Position Overview:
We are seeking a dynamic and experienced Programme Manager to lead our operations in Tajikistan, and oversee the operations in Afghanistan, from Dushanbe. As the most senior representative of FSD in the region, the PM will oversee the planning, implementation, management, and monitoring of our demining and environmental projects. This is a critical leadership role, ensuring the successful delivery of our programmes while managing resources, staff, and relationships with local stakeholders.
Key Responsibilities:
- Lead the strategic planning, execution, and monitoring of FSD’s projects in Tajikistan and Afghanistan, ensuring alignment with donor agreements and organisational standards.
- Develop and maintain strong relationships with national authorities, donors, and other stakeholders.
- Manage financial, operational, and administrative aspects of the programme, ensuring compliance with FSD policies and donor regulations.
- Supervise local and international staff, fostering a positive and productive working environment.
- Ensure safety and security protocols are upheld for all FSD staff and assets.
- Provide regular progress reports to FSD’s headquarters and donors.
- Represent FSD in national and international forums to promote awareness of our mission and activities.
- Lead fundraising efforts, including drafting proposals and concept notes in collaboration with the Geneva HQ.
Qualifications and Experience:
- Proven experience in programme management, preferably in humanitarian demining, post-conflict recovery. Additional experience in environmental projects will be an asset.
- Strong leadership skills with experience managing international teams and working in complex environments.
- Financial management experience, including budgeting, reporting, and compliance with donor regulations.
- Excellent communication and interpersonal skills, with the ability to engage effectively with donors, government bodies, and local communities.
- Fluency in English is required; knowledge of Russian or Tajik is an advantage.
- Willingness to travel within the region and internationally as needed.
