POSITION OBJECTIVE
Responsible for developing and executing the operations area strategy, leading the office operations team and ensuring management and advice on administrative, logistical, financial, compliance, as well as HR and IT processes, accountability of current funding in the El Salvador office following procedures and requirements of law and donors and contributing to analysis for the search for future funding collection and, in order to achieve the level of efficiency and transparency established by the executing affiliate -EA-, and the Oxfam International 2030 model; as well as compliance with the country’s regulations. Acts as focal point for office security.
Responsible for the strategic direction of the programmatic footprint and implementation of the influencing agenda in the country, ensuring the development, continuous improvement in the quality and impact of the agenda, as well as with the regional and global level of Oxfam. Coordinates with relevant teams (e.g. other affiliates in LAC and/or other actors in the confederation’s ecosystem in LAC).
WHAT WILL YOUR DUTIES BE?
Legal:
- Responsible for keeping up to date with the legal aspects of the affiliates registered in El Salvador, Oxfam Intermon, Oxfam America.
- Responsible for ensuring compliance of active affiliates in matters of local labor legislation,
- Alert Country Management and EA about potential legal and brand risks in the country.
Strategy:
- Responsible for strategic planning, scheduling and monitoring of operations in follow-up to iterative processes of the confederation and within the framework of new financing mechanisms and new ways of working of the 2030 model in El Salvador.
- Provides advice to the country team in order to ensure transparency and efficiency in the use of resources, compliance with the regulations of the country’s regulatory entities and Oxfam, as well as the needs of Oxfam in El Salvador and supervises the organization’s compliance with the different internal and external actors (donors, partner organizations, national government, etc.), from the financial, logistical, administrative and human resources perspective.
- Responsible for managing risks that threaten the integrity of Oxfam in El Salvador (fraud, corruption, safeguarding, conflict of interest, etc.) and promoting preventive and institutional strengthening actions (when applicable) with the country team, partner organizations, suppliers and other actors that execute resources from Oxfam (own and institutional).
- Coordinates with the Binational Resource Mobilization Officer the priority actions in response to donor calls, and optimizes the office’s portfolio.
Financial/Accounting
- Responsible for the formulation and preparation of the overall annual budget of the country office and for consolidating accounting information, ensuring monthly accounting closings and the accuracy of the information recorded in the accounting management system. Coordinates with the Executive Affiliate (EA) for the final validation of accounting information.
- Responsible for the overview of the implementation of funds by third parties (partner & allied organizations).
- Oversees the preparation of budgets, ensures the submission of financial reports for internal (iterative) and external accountability, in accordance with country legislation, Oxfam and donor requirements as appropriate, and coordinating with programme teams on preventive actions in the planned execution of budgets (avoiding over- or under-executions) and minimising the risk of return of funds.
- Ensures proper compliance with Oxfam’s tax obligations and requirements in Guatemala, within the framework of its operations, contracts and donations.
- Responsible for the management of bank accounts in El Salvador and their operation (opening, closing, payments, etc.). Ensures, jointly with other representatives, the signatures for required banking operations (signing checks, approving electronic payments and bank transfers between accounts and third parties).
- Ensures control of financial risks and ensures the availability of relevant financial information for the necessary decision-making by the country team and the HoO.
- Responsible for responding to and attending audits (internal and external) and following up on any recommendations arising from them.
HR- Culture and People
- Ensures compliance with local labor laws and responsibilities acquired as a registered entity in the country.
- Supervises the process of calculating and paying payroll and social benefits, as well as the payment of taxes and respective contributions in accordance with current local regulations and established Human Resources procedures and policies.
- Responsible for decision-making regarding potential occupational risks, and contributes to their control, duly communicating with the Country Management and the coordination team.
- Promotes actions that facilitate the alignment of office culture according to the organization’s standards and values, focusing on building safe work environments.
- She leads the planning and management of the Culture and People strategy, promoting the execution of processes related to these areas: recruitment, onboarding, retention, performance management, team development, exit, work environment; ensuring that these are aligned with the leadership model, feminist principles, internal policies and procedures, and current labor regulations.
- Promotes actions that contribute to talent retention and the development of the country’s team.
Security
- Acts as a security focal point in support of the Country Director’s position in building and implementing the office’s security strategy and plan in accordance with Oxfam policies and standards.
- Together with those responsible for the Executive Affiliate -EA-, Regional Platform and the Global Security Service, it is responsible for preventive actions and/or responses to potential security risks, and contributes to their control, as well as information management.
Administration / Logistics / Systems
- Ensures that the administrative, logistical and systems processes established by the EA and in accordance with the country’s legislation are complied with, in order to achieve adequate management of the infrastructure and equipment for the correct operation of the office. Ensures compliance with the information systems policy.
- Supervises the management of preventive and corrective maintenance of office equipment and infrastructure, as well as compliance with cleaning activities.
- Coordinates the necessary logistics operations in the country (purchases, contracts with suppliers, inventories, etc.), periodically supervising the supplier selection process, ensuring the quality, punctuality and optimal costs required by the organization, in accordance with Oxfam procedures and donor requirements.
- Ensures the efficient use of available resources and guarantees the proper management of the country’s equipment and infrastructure in coordination with the EA.
Fundraising and management of grants
- It provides guidelines for the formulation of new programme/project proposals, taking into account compliance with current regulations, both at the level of Oxfam, donors and national authorities, and considering the financing needs for the correct functioning of the country office.
- Ensures the management of grants (affiliates, individual donations and foundations), from formulation to closing in systems, guaranteeing accountability and concordance between information in systems and documentation presented to donors or affiliates.
People management
- Lead and manage the operations team – through performance monitoring – in order to have competent, productive and motivated collaborators in accordance with Oxfam’s leadership model.
- Motivates and retains people on his/her team; develops both individual and group skills; creates a positive work environment.
Transversals
- Alerts Country Management and the EA about potential risks (administrative, financial, logistical, human resources and systems) in the country.
- Coordinates with the programme, monitoring and evaluation, communications and fundraising teams to ensure information flows and contribute to the development of their work strategies.
- Ensures Oxfam’s compliance with its various internal and external stakeholders.
- Coordinates with the Country Management the different aspects related to safety and health at work – and prevention (review of workplaces, assessment of the need for special purchases, among others) for the office.
- Performs other functions related to the position delegated by the regional management or EA as appropriate.
Requirements
Important: Have nationality of the base country.
Essentials
- University professional/Graduate (verifiable) from any of the following careers: Administration, Public Accounting and Auditing, Economics.
- Senior skills in financial management, budget and accounting monitoring.
- Demonstrable professional experience of at least 5 years in leadership positions in administration, finance, accounting, logistics, human resources and systems in international cooperation organizations with a budget of at least $2 million dollars per year.
- At least 3 years’ experience in managing grants from various sources of international cooperation funding (including governments, foundations, multilateral organizations, etc.).
- Demonstrable experience and knowledge developing practices and policies in an international organization.
- Experience in managing multidisciplinary teams.
- Knowledge of national legislation and regulations of the country and their application.
- Mastery of operational computer tools and virtual team management.
- High level of Spanish and intermediate level of English.

Desirable
- Knowledge of SAP system.
- Specialization in finance in the field of development cooperation.
- Postgraduate/Master’s degree in one or more of the areas managed (administration, finance, logistics, human resources and systems).
- Knowledge of tools for financial-budgetary intelligence and decision-making.
