UOSSM USA focuses on healthcare, mental health, and protection services across Syria, Jordan, Palestine, and Turkey. The Organization’s major regional office in the MENA region is based in Jordan, where the Program Manager will collaborate closely with program staff to ensure smooth program delivery. Through partnerships with reputable local and international organizations, UOSSM USA delivers culturally sensitive health and mental health solutions that foster well-being, recovery, and resilience, while adhering to global humanitarian principles and maintaining non-political values.

Job Title: Program Manager (Headquarters)

Position: Full-time or Part-time, based on availability and qualifications

Salary: $65,000-$75,000 per year (FT if based in the U.S.), based on experience.

Location: United States. Open to other locations, with a preference for Jordan, as the Organization’s major regional office in the MENA region is based in Jordan.

Job Overview

UOSSM USA is seeking a highly experienced Program Manager to lead the management and oversight of its programs in the MENA region and the U.S. The ideal candidate will excel in managing complex programs, leading cross-functional teams, ensuring donor compliance, and optimizing operational efficiency. The Program Manager will work closely with program staff based in Jordan, at UOSSM USA’s major regional office in the MENA region, to ensure smooth coordination, compliance, and high-quality delivery of programs. While advanced program management expertise is the primary requirement, experience in UOSSM USA’s mission areas—health, mental health, and protection—will enhance the alignment of strategies with organizational goals and help deliver meaningful impact in crisis-affected settings. This role also involves leading proposal development, budget management, and donor reporting to secure funding and ensure alignment with organizational priorities. The ideal candidate will demonstrate cultural sensitivity, strategic leadership, and the ability to navigate complex humanitarian environments. Eligibility to work in the USA is required. The position requires a minimum of 6+ trips annually (10+ days per trip) to Jordan (if not based in Jordan), and other locations in the region.

Key Responsibilities

  • Lead the management and oversight of UOSSM USA programs in the MENA region and the U.S., ensuring alignment with organizational goals and compliance with donor regulations.
  • Oversee the execution and performance of projects, ensuring activities are completed on time, within scope, and meet quality and donor standards.
  • Lead the development of proposals, budgets, and donor reports to secure funding and ensure alignment with organizational priorities, including USAID and U.S. State Department requirements.
  • Ensure the integration of best practices and humanitarian principles into health, mental health, protection, and disaster relief programs.
  • Build and maintain strong relationships with stakeholders at local, national, and international levels, fostering collaboration and cultural sensitivity.
  • Manage and oversee cross-functional teams, including program, technical, and MEAL staff, ensuring smooth operations and high-quality program delivery.
  • Supervise and evaluate program staff, conduct annual performance reviews, and provide feedback to support development and retention.
  • Mentor and build the capacity of local staff, enhancing their skills in program management and implementation.
  • Collaborate with MEAL teams to monitor, evaluate, and learn from program performance, ensuring continuous improvement and alignment with strategic goals.
  • Prepare and submit progress reports (monthly, quarterly, annual, and ad-hoc) to HQ and donors, ensuring transparency and accountability.

Qualifications & Requirements

Education

  • Bachelor’s degree required in international development, Public Health, Program Management, or a related field (Master’s preferred).
  • Certification in Humanitarian Program Management or equivalent qualification required.

Experience

  • Minimum 5 years of program management experience with international NGOs, preferably in conflict-affected regions.
  • Experience managing health, mental health, MHPSS, and protection programs in the MENA region.
  • Proven ability to design, manage, and oversee complex programs while ensuring donor compliance and high-quality delivery.
  • Experience in proposal development, budget management, and donor reporting (experience with USAID, U.S. State Department, or UN agencies is preferred).
  • Strong understanding of MEAL frameworks with the ability to lead monitoring and evaluation processes.

Skills

  • Exceptional leadership and communication skills with the ability to manage diverse teams remotely and on-site.
  • Proficiency in program management tools, methodologies, proposal development, and donor compliance systems. Familiarity with co-funding models, as well as U.S. and international donor regulations.
  • Fluent in English, with excellent verbal and written skills for producing proposals and reports to international standards.
  • Proficiency in Arabic is desirable but not required.

Other Requirements

  • Eligibility to work in the USA and ability to travel internationally.
  • Preference for candidates based in Jordan to collaborate closely with program staff at the regional hub in Jordan.
