Assignment :

Under the supervision of the Deputy Regional Director of Operations of the Central Africa Pool, you will be responsible for coordinating the Lake Chad Cross-Border Resilience Program (RESILAC) which runs throughout the duration of the project in 4 countries (Chad, Cameroon, Niger and Nigeria), in consortium with 2 other international NGOs (CARE and Groupe URD) and national partners in each of the countries of intervention.
In this context, you will ensure the overall coherence of the program through the coordinated support and assistance of regional experts, technical and support staff from the regional office to the national program teams and implementing partners.
More specifically, your missions will be to:
Set up a regional strategy for the RESILAC project and define the project organization chart
Ensure the institutional, organizational and programmatic management of the project with the consortium’s implementation partners and donors Develop, implement and adjust the program’s strategies, regional coherence and regional management of the program
Produce intervention proposals and donor reports
Guarantee good governance of the RESILAC program, the quality and learning approach, and accountability
Ensure the overall management of the regional office in N’Djamena (logistics, finance, HR, etc.) and guarantee its security
Manage the RESILAC regional office team: Direct management of 4 people and indirect management of 8 people
Represent the consortium with the authorities and stakeholders in the aid sector Lake Chad Basin Region Contribute to communication, advocacy and the development of strategic external relations
Contribute to the fight against fraud and abuse of power and ensure compliance with safeguarding policies within the project

Profile:

You hold a Master 2 in humanitarian or development project management, international relations or political science, with at least 5 years of experience in coordinating development, humanitarian or resilience activities in a complex environment, ideally including large-scale Consortium, multi-country and/or multidimensional projects.
You are capable of leadership and initiatives, with a sense of diplomacy and consensus, and you have already successfully supervised multicultural and multidisciplinary technical teams.
You have an in-depth knowledge of project cycles, logical frameworks, indicators, statistical tools.
You are particularly competent in listening and communication, negotiation and representation. You have excellent analytical, synthesis and writing skills.
Organized and autonomous, you know how to prioritize.
You are fluent in English, both orally and in writing.

Conditions of employment

Fixed-term contract under French law: 24 months until 11/17/2026
Gross monthly salary: from 3,572 to 4,128 euros depending on experience
Retirement insurance reimbursement for non-French citizens: 16% of gross monthly salary
Increase in basic salary: 6% every 12 months of continuous contract
Per diem and monthly living expenses: 767 euros net, paid in the field
Monthly context allowance: 150 euros
Child allowance: 1,500 euros per year and per child present in the country of origin (ceiling of 6,000 euros/year)
Transportation: Coverage of travel
Medical coverage: 100% coverage of health contributions (CFE + supplementary health insurance) and repatriation insurance
Salary maintenance arrangements (sickness, maternity, paternity)
Leave and RnR: 25 days per year of CP and 20 RnR per year; support for the ticket with ceiling to go to the chosen break zone, and 215 euros of fixed compensation per RnR
Support and training Monitoring and support for professional career

Family status: support for a residence (1,600,000 FCFA), monthly living expenses for each family member (296,500 FCFA), holiday plane tickets once a year
