Justification
As part of a project funded by the European Union and carried out in consortium with Avocats sans frontières Belgique and URU, the IFJD is carrying out an activity aimed at promoting youth engagement in the defence of human rights and the protection of human rights defenders (HRDs). Law students from the Faculty of Legal and Political Sciences of the University of Bangui are at the heart of this activity: they will be able to build on the knowledge already acquired concerning human rights and strengthen it in order to, tomorrow, take charge of the legal protection of HRDs. They will also be able to acquire new skills in terms of advocacy and awareness-raising.
This activity includes the preparation and facilitation of a 2-day training workshop for 15 students, aimed at deepening the information received during a prior awareness-raising session on HRDs and acquiring techniques for conducting awareness-raising and advocacy actions. The acquired knowledge from this training will then be put into practice during 32 awareness-raising sessions aimed at young people, conducted by 4 pairs selected at the end of the training.
In this context, the consultancy includes a mission to Bangui for the facilitation of a 2-day training workshop, on January 15 and 16, 2025.
The French-speaking Institute for Justice and Democracy
Created in 2013, the IFJD – Institut Louis Joinet is an NGO whose purpose is to analyze, strengthen and implement mechanisms related to the processes of transition, truth, justice and reconciliation. It deploys its activities in France and around the world. It is distinguished by the academic expertise of its members, put to the service of its commitments and the quality of its educational, scientific and operational activities.
To support the fight against impunity for serious human rights violations, as well as to promote, particularly following a dictatorship, an armed conflict or an acute political crisis, but also within the framework of the democratic strengthening of a State, the emergence of a peaceful and reconciled society , the Institute is organized around three complementary areas of activity: reflection, training and operational action, within the framework of a research-action policy .
The IFJD has solid experience in the Central African Republic, where it has been operating since November 2015, with a stronger presence since 2017 and an office created in Bangui in 2019. Through its expertise and experience in the field, the IFJD is established in the justice sector, where it knows the issues, challenges and stakeholders. It intervenes through the implementation of several projects whose activities are focused around four main themes:
- Direct and indirect assistance to victims of sexual and gender-based violence through victim support and training of professionals in the criminal justice system today and tomorrow, dissemination of the law and support for research
- Indirect assistance to indigenous populations
- Support for HRDs
- Support for Transitional Justice
Objective and methodology
The consultancy covers the preparation and facilitation of the 2-day training workshop for 15 students and includes:
- The drafting of an initial report on 1) techniques for facilitating awareness-raising among young people (12-20 years old) including practical tools and 2) training of trainers;
- The preparation and facilitation of a 2-day workshop to train 15 students on HRDs, their activities, status, rights and duties, as well as on techniques for facilitating awareness-raising among young people. (The IFJD will provide the consultant with the report on HRDs produced during a previous activity);
- The preparation of materials enabling the implementation of awareness-raising on HRDs among young people in the CAR by the young people themselves (for a duration of approximately 2 hours).
Deliverables
Before the mission
- An initial report on 1) awareness-raising facilitation techniques for young people (12-20 years old) including practical tools, and 2) training of trainers. This report will meet the academic and editorial standards required by the IFJD;
- A detailed agenda for the 2 days of the training workshop for 15 students, briefly presenting the modules, the methodology and the planned participatory work;
- The materials for the training workshop for the 15 students (PPT presentations according to the editorial standards requested by the IFJD);
- An educational kit enabling students to raise awareness of HRDs.
After the mission
- A mission report;
- A training report.
Indicative timetable
The consultancy will start on December 3, 2024.
The workshop will be held on January 15-16, 2025.
Intellectual property
All documentation relating to the mission remains the exclusive property of the sponsor, in this case the IFJD within the framework of the project financed by the European Union.
Consultant profile
The offer is open to international and Central African consultants. It is possible to apply as a team, a maximum of 2 people will participate in the workshop organized in Bangui.
To carry out the tasks described in these terms of reference, the interested consultant must have the following qualifications:
• Solid experience in the field of international human rights law;
• Solid experience in training human rights defenders, whether professional or not, particularly in sub-Saharan Africa;
• Solid experience in training human rights trainers, whether professional or not, particularly in sub-Saharan Africa;
• Solid experience in awareness-raising techniques aimed at young people, particularly in sub-Saharan Africa;
• Be available during the execution of the contract and fully available during the execution of the mission in Bangui;
• Experience in carrying out at least 2 similar consultancies;
• Strong commitment to capacity building for young people, HRDs and civil society, with a willingness to adopt a participatory and consultative approach;
• Having a good knowledge of the history, culture and political, socio-economic and legal environment of the Central African Republic is a major asset.
How to apply
Submission Terms
1. Composition of the file
The submitted file includes the following documents:
Administrative documents:
▪ A duly signed cover letter addressed to Mr. President of the IFJD;
▪ A brief description of the factors justifying that the candidate is the most suitable for the mission;
▪ A CV;
▪ Copies of diplomas and other certificates;
▪ Copy of the national identity card;
▪ Copies of any other administrative document deemed important.
Technical documents:
▪ Understanding the TDR, critical review, recommendations and possible observations;
▪ Details of the recommended working methodology, supplementing or clarifying these terms of reference;
▪ A forecast timetable of tasks for carrying out the various stages of the service;
▪ Copies of similar previous materials and training;
▪ A financial proposal, which will not include the costs of the mission to Bangui (plane ticket, per diem, local transport), nor the logistical costs related to the organization of the workshop. The IFJD will cover all of these costs, as well as the entire organization of the workshop. The financial proposal will therefore only include the expert fees, at a maximum cost of €300 including tax per working day.
2. Evaluation of files
The examination of application files will be carried out by an internal selection committee, on the submission deadline. The internal evaluation criteria and selection procedures of the IFJD will apply.
The evaluation of the technical proposal will be carried out for each file submitted.
