- Context of the call for tender:
As part of the implementation of the project “Project to promote education through strengthening the livelihoods of internally displaced families, particularly the most vulnerable in the Lake Chad province” financed by the Basque government through the NGO Alboan, the Jesuit Refugee Service (JRS), an international non-governmental organization, is launching a National Call for Tenders to recruit a consultant who will support it in developing an SBCC strategy by conducting a formative study on the analysis of barriers to the schooling of children (particularly girls) in displaced communities in the Mamdi and Fouli and Kaya areas of the LAC Chad region.
- Lead time
The service will be provided after signing the contract and for a period of two months. The deliverables expected at the end of this service are as follows:
- Two practical guides of a minimum of 30 pages each in electronic format and in French, provided before the training and given to all participants,
- A report on the situational analysis of barriers conducted within the framework of the project,
- A strategic framework: the operationalization of the behavior change strategy developed for the project,
- A communication plan for the project with key messages, communication channels, specific targets, a timetable and an action plan,
- SBCC Tools, in electronic format in French and local language, to be used for the project (With user guide)
- A monitoring and evaluation plan (with identification of indicators) for monitoring behavioral changes within the framework of the project,
- A final mission report.
The technical and financial offer must comply with the above instructions: the unit price and the total price as well as the overall cost of the service.

2.1 Profile sought:
– the SBCC expert must combine technical expertise in communication for development with extensive experience in developing behaviour change strategies and conducting barrier analysis. Regardless of experience, the consultant must have a social or psychosocial profile or equivalent. He/she must have prior experience in a context similar to that of the project target areas.
– Relevant professional experience (at least 5 years) in the design, implementation and evaluation of SBCC or communication for development programs, preferably in humanitarian contexts.
– Master’s degree or equivalent in relevant fields such as communication, public health, social sciences, anthropology, psychology, international development, or any other related discipline.

Payment will be made by bank transfer or check after receipt at the JRS Chad office and presentation of the final invoice.
- JRS Right to Accept Any Submission and Reject Any or All Submissions
JRS reserves the right to accept or reject any bid and to cancel the tender process or reject all bids at any time prior to award of the Contract without incurring any liability to the rejected bidder(s) and without having any obligation to inform the bidder(s) of the reasons for its decision.
- Elimination criteria
Applications will be rejected if they do not include the requested up-to-date administrative and technical documents.
- Corruption or fraudulent maneuvers
The JRS will reject a proposal for award if it is proven that the successful bidder is guilty of corruption or has engaged in fraudulent practices in the award of this contract.
