Deputy General Coordinator (M/H) – Colombia At Doctors of the World


Doctors of the World, a militant medical association for international solidarity, has been committed for 40 years to caring for the most vulnerable populations here and abroad, to bearing witness to the barriers identified regarding access to health care and to obtaining sustainable improvements in health policies for all.

As an independent association, we act beyond healthcare, denouncing violations of dignity and human rights and working to improve the situation of populations in precarious situations.

In France and in 30 countries around the world, our actions aim to facilitate access to health care through 6 priority areas:

Context

In Colombia, MdM has been working since 1987 to help ensure that the most vulnerable population has the greatest recognition and enjoyment of the right to health, contributing to the collective construction of universal and equitable access to rural health, through an approach that integrates the humanitarian response to emergencies with long-term actions through various programs.

These programs are developed in 10 Departments of the country and Bogotá DC.

We are part of the MIRE Consortium (Emergency Humanitarian Assistance and Early Recovery) that is deployed throughout the country according to current humanitarian alerts.

Main responsibilities

Under the responsibility of the Deputy General Coordinator:

  • To be in charge of directly supervising the implementation of MdM France programs in Colombia and ensuring the overall quality and direction of its programming
  • Ensure the integration of various programme sectors/sub-sectors in an effort to maximize holistic programming within the scope of MdM’s institutional mandate, strategy, policies, principles and best practices
  • Support the General Coordinator in the design and implementation of the mission strategy in the country
  • Lead initiatives based on a programmatic vision, monitor the local context and anticipate phasing out programs if necessary
  • Be responsible for identifying potential health and civil society partners and representing MdM externally in programmatic discussions (at the group, consortium and donor levels, as agreed with the General Coordinator).
  • Be in charge of the operational and technical team of the programs (Medical Coordinator, Program Coordinator, Grant Officer), under his/her direct supervision and promote team cohesion, team spirit, collaboration between competencies and capacity building/staff development initiatives.
  • Ensure the role of General Coordinator during his/her absence with respect to all mission management components

Required profile

  • Professional in social sciences, humanities, international relations, economics, international cooperation and/or related careers with experience in coordinating health projects
  • At least 3 years of experience in a similar position
  • Experience with an international NGO
  • Previous experience in project planning, budget management, proposal and report writing
  • Management of multi-sector or multi-grant programming
  • Significant experience in team management
  • Experience/knowledge of the region is an asset
  • Plan, manage and adapt a project, even in emergency situations.
  • Knowledge and understanding of project management tools (logical framework analysis, project cycle management, objectives and indicators, etc.)
  • Ability to have a global vision of a program (not just the medical plan)
  • Analyze and summarize the problems and challenges of the region
  • Ability to make quick decisions based on the context in coordination with the team
  • Reactivity, anticipation and adaptability
  • Spanish and English essential, French desirable
  • Availability to travel and move around within and outside the country in the territories covered by the mission, up to 60% of the time
  • Availability to work weekends and holidays, according to needs

Conditions of employment

  • Start date: as soon as possible
  • Contract duration: 6 months (extendable)
  • The position will be based in Bogota, Colombia. It will include travel (up to 60% of the time) in the regions where we develop project activities nationwide.
  • Salary: 3,570 euros gross monthly salary for 13 months
  • Individual housing subsidy: COP 4,176,056 max
  • Expatriation bonus (10% gross salary per month)
  • Transportation costs, vaccinations and visas covered
  • 22.5 days of recovery per year
  • 5 weeks of annual vacation
  • Health insurance (60% covered by MdM and 40% by the employee)
