Assignment :

The RRM-Frontline was set up by the partners of the Action Against Hunger Consortium, Solidarités International, Danish Refugee Council, and Humanité et Inclusion, in March 2019 following the deterioration of the security and humanitarian situation in priority regions, in order to provide a rapid response to the urgent needs of displaced populations affected by security/other shocks. In addition to contributing to humanitarian monitoring in the priority regions of the Humanitarian Response Plan for the benefit of the humanitarian community, the RRM teams have the capacity to assist displaced households by providing them with improved access to water, hygiene and sanitation, non-food items, emergency shelter, protection and psychological first aid and food assistance.
Under the supervision of the Country Director, you will ensure the coordination and implementation of the RMM-Frontline in conjunction with the focal points of partner organizations and the humanitarian community.
In this context, your responsibilities will be to:
Contribute to the development, implementation and monitoring of the RRM-Frontline strategy Actively contribute to the analysis of the context, the identification of humanitarian needs, the analysis of risks and propose actions or adjustments to better meet the immediate needs of the affected populations
Coordinate the response strategy of all actors involved in the project within the timeframes provided for by the mechanism
Contribute to the training of RRM teams on the RRM
Manage capitalization and learning activities with a view to improving the RRM
Ensure the technical and operational coordination of the RRM-Frontline Guarantee the coherence and consistency of technical activities and approaches through regular visits, framing notes and thematic meetings
Ensure that all stakeholders understand the objectives, activities and overall organization of the RRM-Frontline
Ensure quality reporting
Coordinate administrative management (including financial and logistical) in relation to the various departments of Action against Hunger and partners
Ensure representation and external coordination
Contribute to the ACF mission

Profile:

You hold a Master’s degree in the field of humanitarian action and have at least 3-5 years of continuous work experience in the management, coordination or supervision of humanitarian projects at the national level, and ideally at the international level. You have experience in conflict and emergency contexts, and ideally in the Sahelian context.
You have already successfully participated in the launch and management of emergency interventions, including rapid needs assessment and emergency program design. You have proven experience in project cycle management, monitoring and evaluation, financial management, as well as in networking and coordination with national and international humanitarian actors.
You are familiar with the functioning and expectations of emergency donors and are able to provide representation functions and develop networks.
You are able to demonstrate leadership, enjoy teamwork and have good interpersonal skills. Organized and autonomous, you are able to work under pressure and manage priorities.
You have a good command of spoken and written French and English, as well as excellent writing skills.

Employment conditions
Fixed-term contract under French law: 12 months
Gross monthly salary: from 2,597 to 2,968 euros depending on experience
Retirement insurance reimbursement for non-French citizens: 16% of gross monthly salary
Increase in basic salary: 6% every 12 months of continuous contract
Per diem and monthly living expenses: 536 euros net, paid in the field
Monthly context allowance: 300 euros
Child allowance: 1,500 euros per year and per child present in the country of origin (ceiling of 6,000 euros/year)
Transport and accommodation: Coverage of travel and collective accommodation
Medical coverage: 100% coverage of health contributions (CFE + supplementary health insurance) and repatriation insurance
Salary maintenance arrangements (sickness, maternity, paternity)
Leave and RnR: 25 days per year of CP and 20 RnR per year; support for the ticket with ceiling to go to the chosen break zone, and 215 euros of fixed compensation per RnR
