We are a small, dedicated team that is passionate about what it is doing and works hard to ensure our organisation punches above its weight. We are looking for an enthusiastic, positive, collaborative and hard-working Programme Lead to oversee our work on daily injustice and institutional change. Together with the Director of Programmes, you will lead the Daily Injustices and Institutional Change Programme (the Programme) by organising its project work and allocating resources, and lead LFJL’s strategy in this Programme area to deliver high quality work.

Overview:

Lawyers for Justice in Libya (LFJL) is a Libyan and international independent non-governmental organisation, committed to achieving justice and respect for human rights in Libya. Our vision is of a Libya which embodies the values and principles of human rights and the rule of law and is a society committed to justice. We seek transformative justice in Libya through our work across four programmes: Serious Violations and International Crimes; Daily Injustices and Institutional Change; Equality and Non-Discrimination; Movement Building.

We are looking for an organised, agile, pro-active and people-oriented leader to fulfil this role. Working together with the Director of Programmes and collaborating purposefully with the three other Programme leads, you will orchestrate the planning, coordination and implementation of programmatic actions.

The Programme on Daily Injustices and Institutional Change

We seek transformative justice in Libya to create long-term systemic change, with our advocacy, accountability, and capacity building activities focusing on the root causes and social inequities contributing to undermining peoples’ dignity in daily life. Complementing our more traditional engagement of human rights that strengthens civil and political rights we will focus on issues that currently prevent people in Libya, including from marginalised communities, from leading dignified lives, including access to citizenship, corruption, and realisation of their economic and social rights.

Through our and our partners’ independent research and our community engagement, we will shed light on systemic failures and daily injustices to pursue institutional change. We will grow our domestic engagement of authorities and address daily issues and violations experienced by ordinary Libyans, including in relation, to for example, due process, and economic and social rights, through improving relevant institutional, legal and policy frameworks.

Responsibilities:

The Programme Lead is responsible for devising, with the Director of Programmes, a dynamic, impactful programme in the area of daily injustice and institutional change that supports transformative justice in Libya. The Programme Lead will ensure high quality, timely delivery of projects. The scope of work will include, but will not be limited to the following:

Programme development

• Devise, together with the Director of Programmes, the strategy for the Programme and oversee the planning for the Programme.

• Provide Programme specific input into fundraising efforts to further the Programme’s strategy, securing input from colleagues.

• Ensure the integration of a victim-centered, anti-racist and gender sensitive approach across the Programme.

Strategic partnership and networking

• Actively maintain collaborative and equitable relationships with partner organisations, agencies and individuals to ensure effective implementation and coordination of activities.

Project and People Management

• Adhere to and comply with LFJL’s Designated Team Alliance and Code of Conduct.

• Actively contribute to effective and respectful collaboration with all staff across the organisation and with the other Programme Leads.

• Serve as the team leader of the staff collaborating on the projects for which you are assigned as Project Manager, ensuring a collaborative, supportive, rigorous environment that works effectively and creatively.

• Support development of progressive thought leadership around the Programme’s work to ensure it takes creative and innovative directions.

• Lead implementation of the strategy and activities, and ensure the Programme remains responsive and tailored to the specific dynamics in Libya and needs of Libyans.

• Maintain and develop collaborative relationships with partner organisations, agencies and individuals collaborating with the Programme to ensure effective coordination of activities.

Reporting

• Support timely compliance with grant and organisational reporting requirements.

Desired qualifications and skills:

Education

• A post-graduate degree in any of the following disciplines: Political Science, Sociology, Development or Social Justice, Criminology, Law, Human Rights, International Criminal Justice, International Relations.

Experience

• A background in human rights, transitional or transformative justice is required, with at least five years of practical relevant experience. • Must have proven experience in managing multiple projects, with a track record of successful and timely project management.

• Must have a strong awareness of victim centred, feminist and anti-racist approaches to human rights work, and proven experience of working within these frameworks.

• Experience designing project and programme work is highly desirable.

Skills and knowledge

• Excellent written and oral communication in English and Arabic is required.

• In-depth understanding of Libya’s pre- and post-2011 history, its culture and peoples is essential.

• Excellent communication and interpersonal skills to work collaboratively across teams.

• Excellent attention to detail.

• Ability to multi-task effectively, including having excellent planning and organisational skills and the ability to work under pressure.

• Positive, empathetic, collaborative, enthusiastic attitude and mindset that is solution oriented.

Remuneration:

£40,000 – £55,000 p.a. based on relevant experience.
