Internal Control and Risk Management Manager (local contract) At International Plan


The Internal Control and Risk Management Officer assesses and ensures that the risk management, control and governance systems operate in accordance with Plan International policies and procedures. He reports to the Country Director the risk management issues and internal control deficiencies identified and makes recommendations for improvements. He is the focal point for internal and external audits with donors and facilitates the audit processes at Plan International RCA.

JOB SIZE

The Internal Control and Risk Management Manager contributes to improving the overall operation of Plan International RCA. The incumbent will:

  • Report directly to the Country Director, independent of any department or office.
  • Work closely with all departments and offices to identify potential risks and test control measures.
  • Managing a relatively small budget for work-related travel and accommodation
  • Supervises a junior internal controller and a pool of internal control consultants

KEY RESPONSIBILITIES

  • Analyzes the success factors, internal risks and external challenges facing the organization.
  • Establishes an annual control plan based on the degree of risks identified by management, as well as a schedule for controlling contingencies.
  • Conducts audits within Plan International RCA and its partners.
  • Makes recommendations based on appropriate systems to improve resource management and better risk management.
  • Ensures that procedures and guidelines are properly understood and applied by staff and partners.
  • Promotes learning and prevention.
  • Contributes to strengthening the capacities of partners, including communities, to successfully apply their skills and resources to achieve their objectives and meet the expectations of all stakeholders.
  • Alerts the Country Director of any alleged violation of the Code of Conduct and Procedure Manual and/or donor specific agreement, as well as misuse of Plan assets.
  • Conducts first-hand investigation into allegations of breaches of safeguarding policy.
  • Ensure that staff and associates are aware of and understand their responsibilities under these policies and the Plan International Code of Conduct, their relevance to their area of ​​work, and that concerns are reported and managed in accordance with applicable procedures.
  • Support to teams/departments to strengthen processes, tools and guidelines to embed safeguarding throughout Plan’s work, from design through to implementation.
  • Capacity building on how to promote a respectful organizational culture and identify, mitigate, manage and monitor risks posed by the organization’s work.
