The Corporation for Psychosocial Care Center seeks to enhance the capacities of people, social organizations and communities that allow the reconstruction of vital projects at individual, family and collective levels from a perspective of the enforceability of rights. CAPS is a Colombian non-governmental organization created in 2002 that specializes in psychosocial care, support and training from a comprehensive perspective. CAPS provides psychosocial care – individual and collective – to people and social organizations with psychosocial problems derived from the sociopolitical conflict in Colombia. CAPS is an active part of national and international platforms that fight against torture.

Purpose and scope

With the support of the project: “Helping Survivors Heal” of the Center for Victims of Torture, the Corporation Center for Psychosocial Care is in the process of expanding and developing its way of monitoring the activities carried out such as psychological and medical consultations, group therapies, training and self-care workshops. CAPS requires quantitative and qualitative evaluation of its action and use the information collected to improve its learning and systematization process.

To this end, CAPS seeks to involve an expert in the field of evaluation, monitoring and learning who also has relevant experience in contexts and populations similar to those with which CAPS develops its action. This expert will evaluate the existing monitoring processes, propose improvements, design a database tailored to the needs, train in its management and reporting, and generate a proposal regarding how to provide feedback to the practice based on the analysis of the information obtained, including monitoring the quality of the database. Likewise, he or she will consider computer security to ensure that the stored data remains protected. This consultant is expected to provide training and consultations in person, as well as remotely.

This work may require the consultant to be present at the CAPS offices (1 to 6 months in duration) or to make periodic on-site visits over a longer period. In addition, the consultant is expected to create an interactive manual or guide (a step-by-step document with images and video) that will allow the CAPS team to learn how to use the database and train it in order to contribute to the institutionalization of the learnings.

Job Description

  • Conduct an assessment consultation with the CAPS team to gain a deep understanding of the context and its population, risk and vulnerabilities, as well as the CAPS theoretical approach and direction.
  • Conduct an evaluation of the monitoring, assessment and learning processes developed by CAPS and present a report summarizing the changes and adjustments that need to be made.
  • Work on carrying out the necessary activities based on a schedule that takes into account the CAPS spaces and way of working for the planning and distribution of the relevant activities.
  • Conduct a pilot test of the database implementation to evaluate the results and lessons learned.
  • Evaluate the available digital and/or written tools that collect information on the psychosocial work performed, and modify or create other tools that make the processes more systematic.
  • Constantly provide feedback to the team during the phases of the process.
  • Conduct a final evaluation of the MEA process after three months of its implementation.
  • This is expected to be an ongoing process, involving CAPS staff and the CVT MEA advisor.

Products/deliverables

MONTH 1

  1. Document with the evaluation of the meeting held with CAPS to review MEA
  2. Document with the planning of activities to be carried out and execution schedule
  3. Revised and adjusted information collection formats for the database

MONTH 2

  1. Socialization and feedback report with the CAPS team on possible software and digital and physical tools necessary for the implementation of the database and samples of possible databases

MONTH 3

  1. Consolidated database according to specific requirements.
  2. Report of the training carried out with the CAPS team on the MEA process to be implemented
  3. Document for the implementation of the pilot for information collection, information analysis and report preparation.

MONTH 4

  1. Evaluation report on the implementation of the pilot
  2. Document with the pilot’s feedback to the CAPS team
  3. Document with corresponding adjustments and changes required for the database and formats.

MONTH 5

  1. Written manual on the MEA process in CAPS
  2. Interactive manual on the MEA process in CAPS
  3. Final training report of the MEA process in CAPS

MONTH 6

  1. Evaluation report of the MEA program in CAPS after having been implemented for a few months

Budget:

  • Submit financial proposal including daily rate

Time period:

  • 6 months (August to November 2024 / March to April 2025)

Contract requirements:

  • Comply with the agreed work guidelines.
  • Regular consultation with CVT MEA advisor.
  • Periodic consultation with CAPS management.
  • Regular consultation with the CVT and CAPS project work team.
  • Travel to the CAPS office to work in person and develop the monitoring, evaluation and learning component and the database.
  • Maintain the confidentiality of the information collected.
  • Prepare documentation for training materials.
  • Make materials to collect information.

Required experience:

  • Minimum of 5 years’ experience working with non-governmental organizations or social organizations in the implementation of monitoring, evaluation and learning processes.
  • Experience in the creation and programming of databases containing information on health topics.
  • Proven experience in the development of teaching materials and training of work teams in database management, use of formats, and data analysis.
  • Experience in database consolidation taking into account digital security.
  • Experience working in intercultural environments, developing gender and social inclusion issues.
  • Training in systems engineering and/or expertise in database programming.
  • Training in the use of digital tools such as QR codes, Microsoft Office or other computer programs.
  • Mastery of the Spanish language.

Preferred experience:

  • Knowledge of change theory and experience in its application in organizations.
  • Knowledge of cybersecurity and implementation of tools for data management and protection.

**Location and travel requirements:**This job will primarily be performed in-person in Bogotá, Colombia, although it may include periods of remote work.
