Founded in 1979, Action Against Hunger is an international non-governmental organization that fights against hunger worldwide. Mission :

Under the supervision of the Country Director Your mission will be to ensure the overall management of the Heads of Support Departments (HR, Logistic and Finance) and provide support to the Country Director.
Coordinate support departments’ strategy and ensure operational management of all support areas
Represent and liaise on behalf of Support Departments with donors, authorities, UN, NGOs
Provide inputs on HR, Finance and Logistics Constraints and opportunities
Manage the support teams (HR, Finance and Logistic department).
Follow-up on management of HR, Finance, and Logistics rules
Support on Internal and external Audit
Act as Country Director in her/his absence
Proactively support ACFs commitments to gender equality and child protection sensitivity
The key challenges that the country office is currently facing are:
A very complex humanitarian space with extremely huge humanitarian needs, where women’s right are extremely restricted, which directly impact NGOs with the Female staff ban (with exemption on the health / nutrition and education sector).
The ability to operate is evolving and regularly challenged by the Taleban de-facto authorities.
Afghanistan is a volatile environment where there is insecurity, in Kabul, and to a lower extend in its areas of operation.
ACF Afghanistan is implementing an ambitious country programme with large scale activities in the field of health nutrition, a country programme which has grown quickly in the past years since the Taleban took over the country and is in process of stabilizing.

Profile :

You hold a master degree
You have at least 4 years of humanitarian experience; with at least 2 years experience, in finance, HR or logistics management.
You have at least one year professional experience in a different country than Afghanistan and at least 3 years of team leadership.
You have a 2 years minimal experience with ACF, an excellent knowledge and/ or understanding of ACF financial, HR and logistics system and methodologies (ACF shared cost methodology, SAGA, Homere, LINK…).
You have the experience of working in a complex, very constrained and sensitive environment.
You show excellent organizational and interpersonal skills, excellent negotiation skills;
You have a very strong understanding of humanitarian programme management.
A significant experience with external representation with stakeholders and potential donors will be appreciated.
You are fluent un english language (spoken and written)
You have a knowledge and understanding of the Central Asian context, especially in Afghanistan
A great sense of humour is highly appreciated

What we offer :
Fixed term contract under French legislation: 12 months
Monthly gross salary from 2899 to 3376 euros upon experience
Reimbursement of the pension insurance for non-French citizens: 16% of the gross monthly salary
Annual salary increase: 6% increase after and each 12 months of continuous contract
Monthly per diem and living allowance: 625euros net, field paid
Monthly country allowance: 450euros
Cold allowance: Reimbursement for the purchase of winter equipment for a maximum of 380euros per person per year in severe cold contexts
Child allowance: 1500euros per year per child present in the country of origin (maximum 6000euros/year)
Coverage of transportation costs and guest house
ACF covers 100% of the social security, health insurance, and repatriation insurance agreement fees.
Salary sustainment measures (sickness, paternity, maternity)
Leaves and RnR: 25 days of paid leaves per year, 20 RnR per year, airfare reimbursement with a ceiling to get to the chosen break destination, and 215 euros for each RnR period
