Expertise France is the public agency for international technical cooperation.

The agency operates around four priority areas :

• democratic, economic and financial governance;
• stability of countries in crisis/post-crisis situations and security;
• fight against climate change and sustainable urban development;
• strengthening of health, social protection and employment systems.

In these areas, Expertise France provides engineering and implementation missions for capacity building projects, mobilization of technical expertise as well as a project management function involving public expertise and private know-how.

With a volume of activity of more than 300 million euros and more than 500 projects in its portfolio in 80 countries, Expertise France is a major player in France’s policy of solidarity, influence and economic diplomacy.

Within Expertise France, the Operations Department (OD) ensures the development and management of international cooperation projects and operations entrusted to the agency. It is made up of 7 sectoral technical departments and a geographic department, as well as a cross-functional support team, made up of:
• the operations management support unit;
• the monitoring, evaluation, accountability and learning unit; and
• the contracts and purchasing unit.

UN.E. Grant Management Support Officer

SITUATION/POSITION: Operations Directorate

Under the supervision of the Head of the “ Contracts and Purchasing ” Unit, who defines, directs and supervises his role within the Operations Department.
The “Contracts and Purchasing” Unit provides methodological and operational support to the thematic departments and project teams on the following subjects:

• management of funding from institutional donors; and
• management of implementation contracts within the framework of projects, which include purchases and subsidies to third parties.

MISSIONS:

Integrated into the “Contracts & Purchasing” Unit, the Grant Management Support Officer will be responsible for the following missions, in tandem with the current officer:

  1. Direct support to operational teams at headquarters and in the field

• Provide direct operational support to teams at headquarters and in the field, responsible for the allocation and management of grants to entities;
• Within the network of referents on implementation contracts, contribute to the animation of the grants pillar jointly with the Department of Legal Affairs (DAJ);
• Establish a pool of external experts to support the allocation and management of grants;

2. Control of grant contracts within the DO

• Ensure feedback from the control missions set up by the grants referents within the field support teams;
• Strengthen the DO control framework and tools, in conjunction with the DAJ;
• Ensure first-level control of grant contracts to third parties, within the unit.

3. Strengthening the tools and regulatory framework for the allocation and management of subsidies

• Ensure the continuous development of grant monitoring and management tools, in conjunction with grant managers within operational teams;
• Ensure the monitoring and processing of recommendations from external and internal audit exercises;
• Ensure the updating of training corpora and conduct internal training courses offered for grant management;
• Contribute to the development of the agency’s regulatory framework for the allocation and management of grants, in close collaboration with the DAJ and in accordance with the obligations of the agency’s donors;

4. Capitalization and management of grant activity, cross-functional projects

• Develop capitalization tools on grant management at the Operations Department level;
• Ensure the integration of monitoring & evaluation issues in grant management, and improve the quality of reporting, in close collaboration with the Monitoring & Evaluation team of the Operations Steering Support Unit;
• Participate in AFD group discussions on the capitalization of granting and monitoring activities for grants to third parties, as well as on due diligence issues;
• Participate/ensure the implementation of the agency’s call for projects platform, jointly with the Legal Affairs Department (DAJ);
• Contribute to the development of the operational IS tool on the implementation contracts component, in close collaboration with the Purchasing & Supply Officer (Cell) and the DAJ.

Experience and skills:
Profile sought

• BAC +4/5 in law, economics/management, political science, project management
• Minimum 5 years of experience required in management of projects, grants and/or partnerships on European/French funding or other institutional donors, in setting up and implementing development projects.
• Coordination and information management skills, ability to set up and conduct training courses
• Knowledge of the operational functioning of Expertise France would be an asset
• Writing and presentation skills (oral and written)
• Fluency in spoken and written English.
