Overview:

International Business and Technical Consultants, Inc. (IBTCI), a U.S.-based international development consulting company, has been an industry leader in MERL since 2005. In the previous two decades IBTCI has held over 26 regional and bi-lateral MEL service support platforms across the world.

Currently IBTCI is preparing for the upcoming Monitoring, Evidence and Research for Learning Activity in Jordan, an umbrella mechanism providing USAID/Jordan with empirical data on program effectiveness, deepen accountability, foster learning, and knowledge management, and improve Monitoring, Evaluation and Learning (MEL) and Collaboration, Learning and Adaptation (CLA) capacity within USAID/Jordan Mission and Jordan in general.

The Director of Organizational Development/ Organizational/ Change Management Specialist will play a critical role in leading organizational development and change management efforts for the USAID Jordan MERLA, specifically tailored to the unique demands of USAID’s Monitoring, Evaluation, Research, and Learning (MERL) framework. The role requires expertise in facilitating organizational transitions, fostering a culture of adaptive management based on data-driven decision-making, and ensuring the seamless implementation of change strategies within a USAID MERL context.

Responsibilities

Essential Duties/Tasks and Responsibilities:

  • Provide thought leadership and technical assistance in organizational management, with a focus on integrating MERL principles into change management initiatives.
  • Develop and implement change management plans, communication strategies, and training programs that specifically support the integration of MERL practices.
  • Assess organizational structures, processes, and systems to identify opportunities for improvement, particularly in relation to data management, evaluation processes, and adaptive management.
  • Design and implement organizational development initiatives to enhance team effectiveness, collaboration, and performance, with a focus on improving adaptive management practices.
  • Provide guidance on the integration of MERL data into organizational decision-making processes to ensure continuous learning and adaptive management.
  • Participate in team meetings, and lead key informant interviews, group meetings, site visits, and data collection efforts aligned with USAID MERL requirements.
  • Present findings and reports to USAID or other stakeholders, ensuring that recommendations are supported by robust data and evidence.
  • Lead change management efforts to facilitate the adoption of new MERL strategies, processes, and technologies across the project.
  • Maintain relationships with USAID/Jordan and other regional USAID leadership, national and international partners, and other key stakeholders through frequent consultation.

Qualifications

Minimum Requirements:

  • Minimum of 6 years of experience in leading organizational change initiatives, preferably within international development or USAID-funded MERL projects.
  • Proven expertise in change management methodologies, organizational design, and capacity building, with specific experience in MERL integration.
  • Strong analytical and problem-solving skills, with the ability to translate MERL strategic objectives into actionable plans and outcomes.
  • Proficiency in change management methodologies, tools, and techniques, with a track record of successfully leading organizational transitions, particularly those involving MERL components.
  • Strong skills in assessing and designing organizational structures and processes to enhance effectiveness and performance, with a focus on MERL integration.
  • Bachelor’s degree in Organizational Management or related field; a Master’s degree in a relevant field is preferred.
  • Experience in training and working in the Organizational Diagnostic field, with an emphasis on MERL practices.
  • Excellent communication, facilitation, and interpersonal skills, with the ability to build consensus and influence stakeholders, particularly in a USAID MERL context.
  • Fluency in English required; proficiency in Arabic preferred.

Education:

  • A Degree in Organizational Management or a related field.
  • Experience in training and organizational diagnostics, with a focus on MERL frameworks.

Working Environment: Work is typically performed in a corporate office environment. The assignment will be based in Amman Jordan.

Physical Requirements: This is a largely sedentary role that requires the ability to talk, hear, and use hands to handle or feel objects, tools, or controls. Specific vision abilities required include close vision. The employee must occasionally lift or move up to 25 pounds.

Supervisory Responsibility: This position doees have supervisory responsibilities.

Travel: Internal travel may be required, potentially to fragile and conflict-affected areas, with an average of 25%-35% travel for project implementation and management duties. Travel percentages may vary based on IBTCI and USAID needs.

Work Authorization: Successful candidates must be able to obtain work authorization in the country of performance.
