Provision of Drug Rehabilitation Training Services for Northeast Syria Rehabilitation Centers

Introduction:

Mari for Research and Development (MRD) is implementing a Drug Rehabilitation Center project. This activity aims to establish a coordinated drug rehabilitation service in Northeast Syria (NES) by enhancing the capacities of local healthcare professionals, social workers. We invite proposals from experienced training service providers to deliver a comprehensive training program in addiction treatment and rehabilitation.

Scope of Work:

The selected service provider will be responsible for designing and delivering a structured training program to build the capacity of 15 medical professionals and 30 social workers. This training will provide the necessary skills and competencies to manage and treat drug addiction in NES, aligning with international best practices and local requirements.

Training Modules:

The training should cover the following core areas:

  1. Introduction to Drug Addiction:
    • Nature, causes, and diagnosis of addiction.
    • Addiction types and their effects on individuals and communities.
    • FDA-approved medications and treatment protocols.
  2. Assessment and Diagnosis:
    • Diagnostic protocols for drug addiction.
    • Dual diagnosis and the interaction between addiction and other psychological disorders.
  3. Evidence-Based Therapies:
    • Cognitive Behavioral Therapy (CBT), Dialectical Behavior Therapy (DBT), and Motivational Interviewing (MI).
    • 12-step recovery models and therapeutic communities.
    • Relapse prevention strategies.
  4. Medication Management:
    • Pharmacology of addiction.
    • Detoxification and withdrawal management.
  5. Family and Community Engagement:
    • Family systems and dependence.
    • Community roles in addiction prevention and rehabilitation.
  6. Practical Skills Development:
    • Handling addiction cases safely and professionally.
    • Developing rehabilitation plans and post-rehabilitation follow-up.
    • Providing family counseling and community awareness services.
  7. Code of Ethics and Patient Rights:
    • Ethical considerations in addiction treatment.
    • Rights of patients undergoing rehabilitation.
  8. Training of Trainers (TOT):
    • Equipping selects participants with the skills needed to train others in addiction rehabilitation.

Training Mode:
The training will be conducted online over three months, combining theoretical and practical modules to ensure comprehensive understanding and skill development.

The training will be in Arabic, and the service provider should suggest holding pre-meetings with the attendees, or preparatory workshops before the training begins.

The service provider is responsible for measuring the level of participants before and after training, and also for delivering them graduation certificates. The service provider is also responsible for delivering the final training report in English within a maximum period of one month after the training ends.

Target Participants:

The training program will cater to:

  • 15 Medical professionals (psychiatrists, psychologists, general practitioners, nurses, and MHPSS specialists).
  • 30 Social workers.

Service Provider Qualifications:

The training provider must demonstrate:

  • Proven experience in addiction treatment and rehabilitation training.
  • Expertise in medical education and continuous professional development, preferably through partnerships with academic institutions.
  • Work experience in Northeast Syria to ensure regional relevance.
  • Trainers with verified expertise in education and addiction rehabilitation, including physicians, psychiatrists, and qualified lecturers.
  • The service provider must design the training to be remote and in Arabic.

Evaluation Criteria:

Proposals will be evaluated based on the following criteria:

  1. Technical Proposal (70 Points):
    • Understanding of the Scope of Work (15 Points).
    • Quality and comprehensiveness of the training curriculum (20 Points).
    • Experience and qualifications of the proposed trainers (15 Points).
    • Relevance of past experience in addiction training in similar contexts (10 Points).
    • Inclusion and diversity considerations, such as gender balance in training (10 Points).
  2. Financial Proposal (30 Points):
    • Reasonableness and transparency of the budget (15 Points).
    • Cost-efficiency in delivering the training without compromising quality (15 Points).

Submission Requirements:

Interested service providers are requested to submit the following:

  1. Technical Proposal:
    • Detailed training modules and respective hours.
    • Work plan and timeline for delivery.
    • Profiles and resumes of proposed trainers.
    • Description of expected outcomes and impact of the training program.
  2. Financial Proposal:
    • Detailed budget with narrative description.
    • Breakdown of costs, including curriculum development, trainer fees, operational expenses, and certification costs.
