Overview:

International Business and Technical Consultants, Inc. (IBTCI), a U.S. based international development consulting company, is an industry leader in MERL since 2005. In the previous two decades IBTCI has held over 26 regional and bi-lateral MEL service support platforms across the world.

Currently IBTCI is preparing for the upcoming Monitoring, Evidence and Research for Learning activity in Jordan, an umbrella mechanism providing USAID/Jordan with empirical data on program effectiveness, deepen accountability, foster learning, and knowledge management, and improve Monitoring, Evaluation and Learning (MEL) and Collaboration, Learning and Adaptation (CLA) capacity within USAID/Jordan Mission and Jordan in general.

The MIS/MEL Specialist for the USAID Jordan KMELRA project will provide advanced Management Information System (MIS) and Geographic Information System (GIS) support to enhance the effectiveness and efficiency of USAID’s programs and initiatives.

Responsibilities

Essential Duties/Tasks and Responsibilities:

  • Lead the maintenance of a web-based performance management and GIS data platform.
  • Perform administrative tasks on the platform, including adding, changing and removing users, resetting passwords, and submitting activity documents.
  • Maintain database status and maintain backups.
  • Manage and maintain the overall information/data cataloging, processing, filing and tracking systems for the project. This includes GIS data, secondary data from IPs, secondary data from other sources, primary data from the project’s subcontractors.
  • Create GIS presentation tools with ArcGIS desktop. Combine third-part map layers with project performance data and publish visualization tools to ArcGIS Online.
  • Train key stakeholders and other project staff on the use of GIS tools.
  • Participate in the development and maintenance of IP activities/sites databases, and maintain accurate analytics, tracking of data sharing cycles and schedules with IPs, subcontractors, and other IBTCI staff.
  • Other duties as assigned by the DCOP.

Qualifications

Minimum Requirements:

  • Knowledge of USG and USAID information management compliance and standard procedures.
  • Prior experience with Content Management Systems (CMS).
  • Experience with GIS systems and proficient knowledge of ArcGIS and other relevant GIS software(s).
  • Interpersonal skills in relating to and communicating with project staff, senior management and training staff in-person and/or via virtual methods is necessary.
  • Strong Oral and written fluency in English and Arabic required.

Education:

  • A bachelor’s degree in computer science or a related degree preferred.

Preferred Knowledge, Skills and Abilities:

  • Experience with data visualization desired.
  • Experience with ESRI ArcGIS Desktop and ArcGIS Online desired.
  • Experience with statistical software packages (Stata, SPSS, R) desired.

Working Environment: Work is typically performed in an office environment.

Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.

Supervisory Responsibility: This position does not have supervisory responsibilities.

Travel: Domestic travel may be required.

Work Authorization: Must be authorized to work in Amman, Jordan.
