SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid association that, for over 40 years, has been providing assistance to populations affected by armed conflicts and natural disasters by meeting their vital needs: drinking, eating, and shelter. Particularly committed to combating diseases linked to unsafe water, the world’s leading cause of death, SI implements through its interventions expertise in the field of access to drinking water, sanitation and hygiene promotion, but also in the essential field of food security and livelihoods. Present in 26 countries, SI’s teams – 3,200 people in total, made up of expatriates, national employees, permanent staff at headquarters, a few volunteers, etc. – intervene with professionalism and commitment while respecting cultures.

The mission

After interventions in 2006, then from 2012 to 2015, following heavy flooding and the influx of Malian refugees, SOLIDARITES INTERNATIONAL is once again opening a mission in Niger in 2020. Faced with the deterioration of the security situation, it is undertaking new actions to improve water, sanitation and hygiene (WASH) services in several departments.

The mission in Niger is composed of a coordination base in Niamey, as well as two operational bases (Gothèye and Banibangou). The Abala sub-base depends on the Baninbangou base.

The SI Niger mission currently has 60 employees, including 8 expatriates based in Niamey and on the bases. The development prospects of the mission in 2024/2025 remain optimistic with the approach of several donors. In particular USAID – BHA – SDC – UNICEF – ECHO, etc. The mission is working on diversifying the organization’s portfolio in Niger.

General objective:

Under the supervision of the Country Director, in conjunction with the Desk’s Accountability and Donor Development Officer, the Reporting and Communication Officer (RCO)’s main role is to produce and summarize reports, project proposals and any other communication document.

He/She helps ensure compliance with donor regulations.
He/She contributes to improving the mission’s internal communications.
He/She is also involved in designing a communications strategy for an external audience.

Main Challenges:

  • Maintain quality written productions, in French and English.
  • Participate, with Coordo Programme, the DP, in strengthening the capacities of colleagues in the field in terms of writing reports and project proposals, with regard to the expectations of donors
  • Contribute to the development of internal and external communication media
  • Participate in strengthening the mission’s knowledge of donor strategies.
  • Participate in the compilation of documentation as part of audits.

Priorities for the first 2/3 months:

Contribute significantly to the drafting of the HIP ECHO 2025 project proposals and new BHA proposal.

Security constraints:

Niger experienced a military coup in July 2023. Despite the lifting of sanctions by ECOWAS heads of state against Niger following the coup, the border with Benin remains closed, leading to an increase in the prices of food and other goods and services.
In addition to the constraints related to the recent military coup, security (and access) management is the main difficulty in implementing programs in the departments of Abala, Gothèye and Banibangou. Access for our teams in areas where the security context is volatile and constantly deteriorating.

Niamey remains fairly calm, however, and there are no particular restrictions for expatriates on the mission.

Training:

Advanced degree in political science, development and/or international relations or equivalent.

Experience and technical skills:

Previous experience in the humanitarian sector would be appreciated.

Technical skills

  • Knowledge of the rules and procedures of several institutional donors.
  • Writing, analysis and synthesis skills
  • Planning, organization and coordination skills

Cross-disciplinary skills

  • Knowledge of communication tools and appetite for developing them
  • Strong sense of diplomacy and experience working in an intercultural environment.
  • Ability to travel in the field.

LANGUAGES :

  • Written and oral French
  • Written and oral English

IF YOU WILL OFFER THE FOLLOWING CONDITIONS:

A salaried position: Depending on experience, from EUR 1925 gross per month (1750 basic salary + 10% annual leave allowance paid monthly) and a monthly Per Diem of USD 550.

SI also covers accommodation costs and travel expenses between the expatriate’s home country and the duty station.

Breaks: During the mission, a system of alternating between work and leave is set up at a rate of 7 working days every three months (with USD 850 allocated by Solidarités International). In addition to these break periods, there is one additional day of rest per month worked.

Social and medical coverage: Expatriates benefit from insurance that reimburses all health costs (including medical and surgical costs, dental and ophthalmological care, repatriation) and a welfare system that includes war risks. The costs of essential vaccinations and anti-malarial treatment are reimbursed.

LIVING CONDITIONS:

The RCO is based in Niamey where living conditions are comfortable. The guest house is located less than ten minutes drive from the SI office, in the Dar Es Salem district. It is a modern villa with hot water, television, internet, electricity and a generator as a backup.

The city of Niamey offers leisure opportunities (gyms, bars, restaurants, cultural institute) and the expatriate community is quite present.

The RCO may, if the context allows, visit the various bases of the mission, notably Gothèye, Banibangou and Abala.
