Médecins Sans Frontières, an international humanitarian medical association created in 1971, provides medical assistance to populations whose lives are threatened: mainly in the event of armed conflicts, but also epidemics, pandemics, natural disasters or exclusion from care. The French section is present in around thirty countries.

The Paris Operational Center (OCP) is the group composed of the following 4 MSF sections: American, Australian, French and Japanese. OCP is responsible for operations carried out in around sixty projects in around thirty countries and for actions linked to these operations: testimony, communication, human resources management, financial management of operations, search for private and institutional funds. The 5 sections coordinate and each provide specific support to the group’s operations.

As part of a replacement, we are looking for a:

Pool & Course Management Manager M/F

Assignment :

Within the Human Resources department, you organize the planning, availability, development and deployment of international mobile HR adapted to the needs of operations, according to the potential and constraints of the association. You also contribute to the mobility and employability of employees in the pool composed of mobile staff recruited internationally and locally.

Under the supervision and collaboration of the Human Resources Department, and in relation with the other MSF entities, you drive the overall dynamic of career management by contributing to the animation and coordination of activity within OCP and at the level of the international movement.

You lead the coordination of resource management and routes at the OCP level (partner sections and platforms) and are the privileged contact for pool and route management coordinators in other operational sections.

You supervise and coordinate the team of MSF France pool and pathway managers, currently 14 people.

Your main responsibilities are:

In conjunction with, among others, the various departments, the Learning and Development department, Recruitment and the career advisors for the sectors, you must:

Participate in defining policies and strategies for managing resources, routes and mobility.

Continuously optimize the management of Human Resources adapted to the needs of operations, based on potential and constraints:

  • Define the annual or multi-year action plan of the service in relation to the OCP roadmap and strategic plan.
  • Consolidate and analyze needs (positions, profiles, workforce, skills, etc.) with stakeholders in the sectors.
  • Monitor HR dynamics with your team, plan availability, define and manage career paths.
  • Identify sectors under pressure for which there will be a skills shortage and propose action plans.
  • Continuously analyze placement constraints and propose workarounds.
  • In collaboration with the Learning and Development department, guide and coordinate the development and management actions of the different sectors.
  • Define a transparent course management framework: Course Committee.
  • Organize international collaboration by organizing, among other things, HR Days with recruitment and L&D.
  • Ensure good communication and reporting of the department’s actions to internal and external partners.
  • Contribute to institutional issues on gender balance, safeguarding, diversity by proposing targeted actions by sector.

Managing MSF staff mobility:

  • Supervise the procedures for placing, validating or not mobile personnel.
  • Participate in arbitrations for placements in critical positions.
  • Promote headquarters and field mobility.

Promoting the professional development of MSF staff:

  • Contribute to the implementation of OCP’s new learning and development strategy.
  • Facilitate the use of mobility as a tool for MSF staff development.
  • Consolidate the role and involvement of pool and pathway managers in the professional development of mobile staff.
  • Manage and promote the allocation of special contracts adapted to the profiles of mobile teams.

Hierarchically manage your team (14 people):

  • Recruit, supervise, advise, support, motivate, unite your team and develop the skills of your employees.
  • Ensure the proper contribution of its department to intra & inter-departmental cross-functional projects.
  • Lead current and future transformations to adapt resources to needs.
  • Manage the department budget.
  • Be vigilant about the well-being of your team.

Profile sought:

Experience :

  • Minimum three years of experience with MSF or any other international organization including significant field experience in an operational or HR coordination role.
  • Your experience in a management position within an HR or operational department is an asset.
  • Management experience essential, particularly in coordination and support in change management.
  • Experience managing a large team is desirable.
  • Real sensitivity to HR, support and development issues.

Skills: Listening, creativity, agility, leadership, anticipation, responsiveness, ability to analyze and synthesize, macro and transverse vision, ability to analyze data and manage budgets.

Languages: French and English C1 minimum.

Status: Permanent contract – Executive – Full-time based in Paris. Possibility of teleworking according to the rules in force.

Terms :

€60,728K gross per year over 13 months. 22 RTT days per year. Health insurance 100% covered by Médecins Sans Frontières. Meal vouchers with a face value of €11 (60% covered by Médecins Sans Frontières). 50% coverage of public transport subscription.
