Present in the Central African Republic since 1996, the association has set up numerous programs: an HIV-AIDS project in the city center of Bangui, the deployment of several emergency mobile clinics throughout the country from 2019 to 2022 or our current program in Bouca focusing on strengthening the quality of medical interventions in communities.

Today, the intervention strategy for the coming period provides for a consolidation of the project in Bouca (financed by GFFO until June 2025) by focusing on the quality of our support, accountability, the development of new actions aimed at improving coverage of access to basic services for populations affected by new shocks.

In addition, the challenge of the coming months will be to seek funding from donors and to launch new programs in Bangui, Bossangoa and Batangafo via the opening of bases and the creation of new consortia with the INGOs already present. Through these actions, we hope to increase the operational and financial volume, as well as to expand our geographical coverage of Médecins du Monde in the CAR.

The post

Under the supervision of the desk manager, you will have operational responsibility for the entire mission through the definition of MdM’s strategy in the Central African Republic and its implementation in the intervention areas.

In this regard, you will be responsible for representing and developing the visibility of MdM as a medical player in the CAR, while actively developing fundraising in order to be able to extend current and future programming.

Finally, you will coordinate the actions of the MdM teams in order to ensure the achievement of objectives, the relevance and the quality of activities, in line with the strategy of MdM-France and the national strategy promoted by the Ministry of Public Health and Population (MSPP) in CAR.

Your main responsibilities are as follows:

  • Recruit, manage and supervise training needs following the organization of annual interviews for the entire mission team
  • Define the operational and advocacy strategy in collaboration with the coordination team, the desk manager and the mission’s volunteer executives
  • Plan and monitor activities, implement corrective measures if necessary and provide technical support to your team
  • Represent MdM with authorities, local stakeholders, partners, donors and the media
  • Monitor collaboration agreements with partners, authorities and donors, seek and develop new partnerships and carry out or supervise the search for funding
  • Ensure the financial management of the mission by supervising the construction and budget monitoring and donor financing
  • Develop, adapt and monitor the application of security rules and procedures and manage crisis management in the territory
  • Implement and monitor the application of MdM frameworks, policies and procedures on programmatic and support aspects
  • Oversee internal and donor reporting

Profile sought

  • Higher education in project management or generalist (BAC+5)
  • At least 3 years of experience in humanitarian operations coordination positions and at least one year in similar functions
  • Experience in security management in an international mission essential
  • Experience in managing the cycle of humanitarian projects in the health sector
  • Experience in institutional representation
  • Knowledge of donor strategies and procedures (ECHO, EuropeAid, UN, FH, GFFO, CDCS, etc.)
  • Managerial skills (sense of efficiency and results) while ensuring well-being and cohesion within teams
  • Ability to work and live in a volatile security environment and manage security incidents
  • Mastery of the Office Pack
  • Fluency in spoken and written French is essential – English is an asset.
  • You adhere to the values ​​and activist positioning of Médecins du Monde.

Conditions of employment

  • Position to be filled from December 1, 2024
  • 12-month fixed-term contract
  • Departure alone
  • Gross monthly salary of 3570 euros
  • Status: executive
  • Position based in Bangui with regular travel within the country
  • Equivalent to 13th month paid in 2 installments – from 6 months of actual work seniority
  • Expatriation bonus of 10% of gross salary per month
  • Coverage of transport (home – mission), visas, vaccinations on departure
  • Accommodation in a guesthouse
  • 22.5 RTT / year
  • 5 weeks of paid vacation / year
  • Mutual insurance (60% participation by MdM and 40% by the employee)
  • Insurance (repatriation, etc.)
