ABOUT PAM

CONTEXT AND JUSTIFICATION OF THE POSITION:

This position is located in the WFP office in Tshikapa, DRC, and reports to the Head of Office.

Positions at this level are expected to demonstrate responsibility and initiative in responding independently to questions with only general guidance. They are expected to use judgment in dealing with unforeseen events on a daily basis. They are expected to manage resources and support and coordinate a team of support staff, or provide specific support services.

The WFP office in Tshikapa, DRC intervenes in 10 health zones in the activities of management of moderate acute malnutrition, prevention of acute malnutrition, infant and young child feeding integrated with CBT and GFD. The Finance Assistant will provide support to Finance by ensuring the various tasks.

MAIN FUNCTIONS AND RESPONSIBILITIES (indicative and non-exhaustive list):

Reporting directly to the Tshikapa Office Manager, the Finance Assistant performs the following tasks:

  1. Provide staff with assistance on applicable procedures and technical support in financial and budgetary matters to ensure compliance with WFP financial management policies and rules and Financial Regulations.
  2. Assist in developing and implementing financial policies and procedures, and in defining and establishing appropriate internal accounting procedures, systems and controls.
  3. Ensure daily monitoring of the cash position to optimize the use of surpluses and maximize investment returns through the liquidity portfolio.
  4. Ensure monitoring of the centralized registry system to process all payments to internal staff and invoices from external vendors in a timely manner and in accordance with WFP standards.
  5. Contribute to the establishment, implementation and monitoring of budgets and monitor expenditures and budget forecasts to ensure that future funding needs are covered.
  6. Liaise with other teams to ensure that all financial and administrative services are delivered efficiently and in accordance with the needs of the entire team.
  7. Monitor account balances and process financial transactions accurately and in a timely manner to avoid overdrafts.
  8. Monitor and analyze general accounting accounts to initiate and complete corrective actions.
  9. Gather data from WFP database and systems to help generate and analyze monthly financial reports.
  10. Assign tasks to other support staff, provide guidance and on-the-job training in financial resource management (management of imprest and subsidiary accounts, review and analysis of accounts payable and balance sheet accounts, etc.), to ensure that services are delivered consistently and to required standards.
  11. Remain on standby and adhere to emergency preparedness practices to immediately respond to financial service needs in country offices and field offices in the event of a crisis.

QUALIFICATIONS AND EXPERIENCE

Training:

  • A university degree in finance, administration, economics

Desired experience:

  • Minimum six (6) years of professional experience in the field of finance.
  • Experience in assessing the financial health and stability of projects including cash transfer and voucher activities as well as other programming initiatives to verify their compliance with local laws of the country desired:
  • Experience working with auditors and other third party vendors.

Knowledge and skills:

  • Ability to analyze financial data and provide interpretation to enable management to make efficient decisions.
  • Demonstrates knowledge of internal controls, risk management and monitoring mechanisms.
  • Knowledge of performance-based budgeting, analysis and reporting.
  • Be able to participate in business planning initiatives and establish budgets and forecasts by project for this purpose.
  • Able to convert action plans into clear steps for team members to take to support program implementation.
  • Knowledge and specialized knowledge in administrative services, techniques and skills: administrative procedures, and a good command of standards, procedures and infrastructures.
  • Ensure excellent service through monitoring and supervision of administrative work in accordance with standards and conventions.
  • Ability to work in a team, while being able to work independently with very little supervision;
  • Results-oriented management;
  • Proven technical aptitude with excellent analytical capacity;
  • Ability to work to very tight deadlines and manage multiple tasks simultaneously independently;
  • Customer orientation;
  • Flexibility of behavior;

Language skills:

  • Proficiency (Level C) in spoken and written French.
  • A working knowledge of one of the local languages ​​(Lingala, Tshiluba) is required
  • Knowledge of English (Level B)
