With first destination in Tunisia.

This position, in the long-term modality, requires that the selected person reside in the destination country and although the company will provide support to guarantee adequate residence conditions, it will be the candidate’s responsibility to manage the visa process and ensure their ability to reside regularly in the country throughout the period of the posting.

The organization of work in this position requires the continuous presence of the worker at the workplace during working hours. In the event that this cannot be accomplished due to an unforeseen need, the worker will be repatriated with all guarantees.

Functions and Tasks

  • The main function of this staff will be to monitor and control the delegated cooperation project(s) in the destination country, applying (and helping to apply) the common standards, procedures and practices, recognised as more effective and efficient, applicable to entity projects in any field so that they advance optimally, adjusting to their cost, scope and schedule baselines.
  • Ensure that the project team is executing the defined tasks and deliverables, and only those, and that the result meets the agreed requirements.
  • Manage the changes that are essential for the successful execution of the project.
  • Ensure that the project is executed within the agreed time frame and take appropriate early measures to correct deviations.
  • Financial and administrative control of projects and payment capacities, maintaining a positive relationship between collections and payments, so that the project meets its payment obligations with the invoiced portion.
  • Monitor purchasing procedures and resolve contract issues.
  • Control risks and influence those identified, trying to avoid or reduce negative ones and enhance positive ones.
  • Actively participate in the management of the people and resources involved in the above points. Help obtain, manage and use the resources necessary for the execution of the Project. Manage the Project’s communication channels and establish meetings, training and directing the members of the project team.
  • Initiative to improve procedures and monitoring, both in relation to the execution of the Agreements and in internal OCE-AECID management.

Specific Requirements

Compliance with the requirements must be justified by attaching the following documents in the ‘Attachments’ section of the application (or during the process), as appropriate:

  • Official training certificate or proof of payment for the application for the certificate or academic certificate of completed studies (including the Final Project).
  • Employment history and/or employment contract that allows verification and accreditation of the required experience.

Qualification

  • Bachelor’s or Master’s degree in the fields of Economics, Social and Cultural Anthropology, Law or Business Administration and Management (Qualification approved in Spain)

Languages

  • French, Minimum Level B2 (the level will be verified during the Selection process).

Previous Experience

  • At least 5 years of work experience in management and implementation of development cooperation projects.
  • At least 3 years of work experience in execution and/or monitoring and control of interventions in human rights and social inclusion

Previous Experience

  • From 1 day Up to 5 years of experience in the economic and financial monitoring of international cooperation projects (work experience)
  • From 1 day Up to 5 years of experience in the management of European funds and programmes and knowledge of the European framework for external action (work experience)
  • From 1 year Up to 5 years of experience in public procurement, including the preparation and review of tender documents, as well as the processing and monitoring of administrative procedures (work experience)

Observations

Offered:
– Fixed-term contract with an estimated duration of 8 months, associated with the execution of the order detailed in the publication for the Recovery, Transformation and Resilience plan or with financing coming from European Union Funds.

– Full time.
