JOB CONTEXT:

Since January 2024, HI has been responding to Sudan’s crisis. HI’s joint multi sectorial response in Gedaref State, implemented with a Sudanese partner NGO, is already providing physical and functional rehabilitation services in healthcare centers and at community level, as well as MHPSS services, including individual and group counselling. HI is further engaged at the humanitarian coordination level to mainstream disability inclusion throughout the humanitarian response.

HI plans to scale up its response from both geographic and modalities/sectorial perspectives. In particular, HI is deploying emergency response teams in Darfur, to setup its operations and initiate its response in the western parts of Sudan. The advertised vacancy is to be part of that team.

YOUR MISSION:

The Food Security Manager will be responsible for conducting assessments in West Darfur to identify the extent of food insecurity and other unmet basic needs (shelter and non-food items, water, sanitation and hygiene). This role requires field-based data collection, analysis, and reporting to inform interventions, proposal development, and resource allocation. The ideal candidate will have experience working in crisis environments and be familiar with humanitarian principles.

Assessment Planning and Preparation:

  • Design and implement data collection methodologies (surveys, interviews, focus groups) to assess food insecurity, livelihood needs, and basic needs of the population.
  • Design and implement data collection methodologies to identify the best modality of asssistance (cash, vouchers, or in-kind) through a market-based assessment
  • Collaborate with local communities, NGOs, government bodies, and other stakeholders to gather relevant information and insights.
  • Ensure cultural sensitivity and respect for local customs and dynamics during all interactions.
  • Ensure disability inclusion is mainstreamed throughout the assessment process.

Field Data Collection:

  • Conduct field visits to communities across West Darfur to collect qualitative and quantitative data on food security, livelihoods, markets, WASH, shelter, and NFI needs
  • In collaboration with the Monitoring, Evaluation, Assessment and Learning (MEAL) team, use tools like mobile data collection apps, GPS mapping, and observation techniques to gather accurate and timely data.
  • Monitor the delivery of humanitarian assistance to assess its effectiveness and identify any gaps
  • Integrate disability inclusive data collection approaches and methods throughout assessment tools

Data Analysis and Reporting:

  • Analyze collected data to identify trends, gaps, and immediate needs of vulnerable groups particularly persons with disabilities.
  • Produce detailed reports, including statistical analysis and narrative descriptions, to support program and project development and intervention strategies.
  • Present findings to relevant stakeholders and coordinate with NGOs, UN agencies, and government authorities to share insights.

Program Support and Recommendations:

  • Based on assessment findings, recommend priority actions and modalities of assistance for addressing food insecurity, livelihoods and other urgent needs.
  • Support the development of targeted projects, including food distribution, cash assistance, or other basic needs support.
  • Ensure that assessment activities align with donor requirements, humanitarian principles, and organizational objectives.

Capacity Building:

  • Train and supervise local staff and volunteers in data collection and assessment techniques.

YOUR PROFILE:

Qualifications:

  • Education: Bachelor’s or Master’s degree in International Development, Humanitarian Studies, Food Security, or related field.
  • Experience:
    • Minimum 3 years of experience in humanitarian or development work, particularly in food security, livelihoods, or emergency response.
    • Proven experience conducting assessments in complex and conflict-affected environments.
    • Experience working in West Darfur or Sudan is highly desirable.

Preferred Competencies:

  • Experience in food security, livelihoods, basic needs, agriculture and food systems in crisis settings.
  • Familiarity with cash-transfer programming and other alternative food security interventions.
  • Understanding of disability, gender, age, and vulnerability issues in humanitarian settings.

Skills:

  • Strong analytical skills and experience with data analysis software (e.g., Excel, SPSS, KoboToolbox).
  • Excellent communication skills, both written and verbal, with the ability to produce clear and concise reports.
  • Ability to work independently and in a team under challenging conditions.
  • Proficiency in Arabic or Sudanese local language is highly desirable; fluency in English is required.
  • Strong interpersonal skills and cultural sensitivity.

Other:

  • Willingness to travel frequently and work in remote, insecure areas.
  • Knowledge of humanitarian principles, including SPHERE standards and the Do No Harm approach.
