Coordinator of Information, Guidance and Legal Assistance (ICLA) – Maracaibo (Nationals Only) At Norwegian Refugee Council


Duties and responsibilities

Generic Responsibilities
1. Comply with NRC policies, standards, strategies, tools, manuals and guidelines.
2. Manage the performance and development of the work team.
3. Contribute, with the Area Manager, to the development, management and monitoring of the project budget.
4. Contribute to the development of the ICLA strategy as well as the preparation of new proposals.
5. Promote and share ideas for improvement and necessary changes in activities.
6. Certify that projects target participants most in need of protection, explore and evaluate new and better ways to help.
7. Ensure capacity development of project staff and transfer key skills.
8. Liaise and collaborate with relevant local authorities and other key stakeholders.
9. Promote the rights of IDPs and returnees in line with the advocacy strategy.
10. Ensure that the personnel under his/her charge correctly comply with the NRC code of conduct during the development of all activities, paying special attention to those that involve relations and coordination with participants in NRC ICLA projects.

Specific Responsibilities
1. Coordinate the requirements of Project Cycle Management (PCM), the presentation of actions (internal and for donors) and the execution of ICLA projects in your Area.
2. Provide relevant information on the needs, areas and new or better opportunities for implementation of the ICLA program in the assigned area as input for the preparation of proposals and reports, etc., by the Specialist.
3. Consolidate and follow up on the action plan of the ICLA competence of the area.
4. Present progress reports on the projects that facilitate the identification of needs or deviations that require decision-making for their attention.
5. Analyze with your team the consolidated information on the diagnosis of ICLA needs that allows for relevant and cost-efficient implementation.
6. Certify that the implementation of the projects is executed in accordance with the expected quality standards, based on the technical guidelines provided by the ICLA Specialist.
7. Ensure that the verification sources or documentation of the projects that implement the ICLA competency in the area are properly updated and filed.
8. Follow up to ensure that the ICLA team in the area complies with the procedures established by NRC associated with Support, Monitoring, Evaluation and Learning (MEL) and programs within the framework of the projects that implement the competency.
9. Coordinate with the Area Manager the public advocacy before local and regional authorities, and management actions before actors in the ICLA sector in order to promote the rights of internally displaced / returnees in line with the NRC Venezuela advocacy strategy.
10. Facilitate, coordinate and establish links of respect and closeness with communities, institutions, contractors and humanitarian actors during the implementation of ICLA projects, as well as raise awareness / disseminate the transparency processes / complaint mechanisms established by NRC.
11. Others assigned by the supervisor in compliance with the objective of the load.

Qualifications

• University graduate in the field of law, preferably with a Specialization/Master’s in Human Rights, International Law or other branches of social sciences.
• Verbal and written fluency in the English language is desirable.

• Demonstrable experience of/in:
o Minimum 3 years of experience in:
o Project management associated with the defense of human rights,
o Provision of information, guidance and legal assistance.
o Working with populations with different types of vulnerability, victims of conflicts, violence, among others.
o Coordination, leadership and management of field work teams.
• Knowledge of:
o International and national regulations associated with issues of International Protection and Refugee Status, International Humanitarian Law.
o Venezuelan laws linked to legal identity and regulations associated with issues of refuge, asylum and international law.
o Current political and social context in Venezuela, as well as the Venezuelan situation from a legal point of view in the Latin American region.
o Humanitarian sector in Venezuela and the humanitarian structure
o Formulation, execution, monitoring and evaluation of projects
o Budget management
o Writing technical reports.
• Ability to transmit knowledge through training and education.
• Excellent interpersonal relationships, ability to establish collaborative relationships and achieve the coordination of agreements.
• Excellent written and oral expression skills.
• Mastery of office tools relevant to managing the ICLA competition.
• Availability to travel to states where NRC has a presence and stay overnight in the field.
