“EMPOWERING WOMEN AND GIRLS AFFECTED BY IRREGULAR MIGRATION AND FORCED DISPLACEMENT PROJECT IN EL SALVADOR, GUATEMALA AND HONDURAS”

  • Municipality of Usulután Oeste, districts of Jiquilisco, San Francisco Javier, Puerto El Triunfo and San Agustín (1 position)

Nature of Consulting:

The countries of Northern Central America (NCAC) present structural socioeconomic conditions that have historically driven the irregular migration of millions of people. Thousands of them return year after year. Upon returning to their communities, returned migrants, especially women and girls, face difficulties and gaps in achieving sustainable reintegration.

In addition, NCAC countries face significant challenges in providing support and protection to women and girls on the move and in reducing the negative impacts of involuntary migration and forced displacement. The constantly increasing demand for assistance and protection and the pressure on available services due to the changing dynamics of human mobility hinder the type, availability and coverage of specialized services and gender-sensitive support mechanisms for women and girls.

To provide an adequate response, the project “Empowerment of Women and Girls affected by Irregular Migration and Forced Displacement in El Salvador, Guatemala and Honduras” (EMN) funded by the Government of Canada seeks to contribute to the well-being of women and girls in vulnerable conditions in the context of human mobility through participation initiatives, promoting their economic autonomy, work skills, self-resilience, capacity development and their access to gender-specific services and protection mechanisms.

The project seeks to strengthen cooperation with civil society and grassroots organizations, recognizing their importance as relevant actors in assisting and supporting women and girls and their efforts to contribute to reducing the factors that drive high-risk human mobility, preventing and responding to forced displacement and its differentiated impact on women and men. In addition, the action will contribute to progressively transforming the conditions that perpetuate discrimination, gender inequality and lack of respect for the rights of women and girls in the context of human mobility.

All of this will be carried out in close collaboration with relevant national and local state and non-state actors who will promote the strengthening of community resilience and regulatory frameworks for addressing and raising awareness to prevent violence and address the most urgent and high-impact needs of the Governments of El Salvador, Guatemala and Honduras to reduce the factors that drive high-risk migration and forced displacement and facilitate the return, reintegration or international protection of women and girls with a comprehensive humanitarian and gender development perspective.

The initiatives included in the project will be addressed at the local level under the primary supervision of the National Project Coordinator.

General functions:

  • Support the organization and facilitation of workshops and community activities aimed at community women’s networks and groups
  • Support the strengthening of women’s networks and groups through the development and support of work plans in coordination with the Municipal Women’s Unit of the assigned Municipality.
  • Participate in community spaces for multi-sector coordination on issues of childhood, health, migration, gender, GBV, among others.
  • Support in the collection, validation and systematization of information, as required
  • Support activities required for the dissemination, promotion and implementation of the strategies of the Empowering Women and Girls Project.
  • Support in the planning and organization of events and activities planned by the team and the project in the target municipalities and/or communities.
  • Monitoring of the alliances created between actors and CSOs from the municipalities targeted by the project

Specific activities

Provide accompaniment and support to all activities aimed at women and girls in the following areas:

  • Promotion of community health, mental and psychosocial health in conjunction with Municipal Women’s Units, the Ministry of Health or other related institutions
  • Keep project coordination and team informed about the activities and circumstances of women and girls in the communities to ensure cultural relevance and “tailor-made” interventions
  • Prepare a monthly report with all the activities carried out (through spreadsheets, minutes, photographs and other sources of information.)
  • Maintain constant communication with the coordinator and the project team to create spaces for discussion and synergies for the activities to be carried out.
  • Preparation of minutes of each of the activities and coordination developed with key actors during the duration of the consultancy.
  • Take the mandatory IOM courses

Performance indicators for evaluating results

  • Delivery of lists of participation in workshops and activities of key actors, as well as women and girls for the project
  • Photos of the activities
  • Consolidated information
  • Preparation of monthly reports on each of the activities carried out
  • Overall quality of work and services.Required training, experience or skills
  • Three years of experience working on gender and migration issues.
  • It will be considered an advantage of working on immigration issues
  • Having participated in women’s empowerment projects or having work experience on projects with gender-related themes.
  • Intermediate level, preferably with university studies in the areas of social sciences, education or a related career.
  • Knowledge on gender issues, interculturality, women’s empowerment, vulnerable groups, gender equality and equity.
  • Experience and implementation of training processes aimed at women and girls.
  • Reside in the municipality or department and be available to travel to the communities
  • Writing skills (plans, minutes and reports)
  • Ability to establish and develop excellent interpersonal relationships and oral and written communication skills.
  • Work with women’s organizations, municipal institutions and civil society associations.

Other Requirements

  • Live in one of the municipalities assigned according to the position you are applying for.
  • Have contact and work experience with women’s networks, local feminist organizations and Municipal Women’s Units.

Necessary trips

Call for meetings and travel to communities in their geographic area for the collection of information, validation and presentation of the results of the progress of each of the planned activities, in order to learn about the progress of the consultancy and delivery of products.
