The French Red Cross has been operating in the DRC since 1979 as part of a partnership with the Red Cross of the Democratic Republic of Congo (CRRDC). Since the 2000s, the CRf has had a delegation (permanent office) in Kinshasa, and has mainly carried out health projects in the former Bandundu. Since 2018, the organization has intensified its interventions, with projects focused on the Prevention and Control of Infections (PCI) of diseases with epidemiological characteristics, Water, Hygiene and Sanitation (WASH) measures and support for health personnel and centers.

Since 2018, the organization has intensified its interventions, with projects focused on the Prevention and Control of Infections (PCI) of diseases with epidemiological characteristics, Water, Hygiene and Sanitation (WASH) measures and support for health personnel and centers.
The CRf intervened in the East of the DRC in the response to the 10th Ebola epidemic to support health structures in medical and EHA Infection Prevention and Control (PCI), consolidated during the 11th epidemic with emergency response teams, and the Covid-19 Response in North and South Kivu.
Today, the CRF has a coordination office in Bukavu, a base in Uvira and Goma and a liaison office in Kinshasa. The projects carried out are:
- In Bukavu:
- a project started in March 2022, for a period of 3 years, to support the Panzi General Reference Hospital and the Panzi Foundation and in the Ibanda Health Zone for the promotion of gender equality in health based on the Panzi holistic model;
- a “Circular Economy” project in consortium with the Red Cross of the DRC and the Spanish Red Cross which will begin in September 2024;
- In Uvira: a Project within the framework of the Programmatic Partnership Programme (PPP) between the Red Cross Movement and DG Echo, which aims to accelerate local action in humanitarian and health crises in the city of Uvira
- In Goma and Katasomwa: an emergency PCI/WASH intervention project in displaced persons sites due to the population movement from North Kivu;

General mission of the DMI:
Under the authority of the head of delegation, the logistics coordinator is responsible for:
- Define the purchasing and logistics strategy in line with the delegation’s guidelines and ensure its implementation
- Ensure coordination of CRf logistics action with other actors and the Red Cross movement
- Logistics Team Management
- Ensure the application of CRf purchasing and logistics procedures as defined in the MOPI
- Participate in security monitoring and ensure the implementation of rules relating to the security and safety of property, data and people

- Mission 2: Ensures the purchasing and supply of goods, services and works

- Mission 4: Ensures the organization of transport
- Mission 5: Ensures the management and maintenance of the motorized fleet
- Mission 6: Ensure equipment monitoring
- Mission 7: IT and telecommunications
- Mission 8: Ensures infrastructure management

- Mission 10: Ensures capitalization and reporting
- Mission 11: Ensures monitoring, evaluation, accountability and learning
- Mission 12: Participate in identifying the needs and priorities of the SN
- Mission 13: Ensure effective and dynamic management and leadership of your team

- Operational link : Ensures the management of the following positions: Deputy Logistics Coordinator, logistics assistant. Works closely with the headquarters logistics representative.

- Admin/Fin Coordinator, Program Coordinator, Health Coordinator, internal auditor, project managers, base logistician, base managers.
Collaborates externally with:
- The logistics team of the national company and participating national companies, suppliers and members of the logistics cluster, Hulo.

Practical information related to the position
- Status type : expatriate
- Type of contract : Fixed-term contract under French law/precarious employment bonus paid at the end of the contract
- End-of-year bonus : equivalent to a 13th month pro-rated to the time of presence
- Perdiem : daily perdiem which varies depending on the country
- Leave : 5 weeks of paid leave/year and 21 days of recovery – Airfare 100% covered by the CRf for home/mission travel for 6-month leave
- Health coverage : CFE + MSH Mutual Insurance (100% covered) – 75% covered by the CRf
- MedEvac/repatriation insurance : YES
- Other insurance : provident cover (death-disability)
Summary
- Location: Bukavu – DRC – With travel to Kinshasa and to the Uvira and Goma bases for monitoring or support missions to the admin-fin and HR team and projects.

Qualifications and experience
Training in logistics (Bioforce type or bachelor’s degree in logistics) and experience in a similar position or minimum 4 years in a field logistician position.
