PWJ continues with provision of water, sanitation and hygiene services for PoCs in Dadaab which have been ongoing since the June, 2022. Up to date, PWJ remain the UNHCR implementing partner for water and sanitation and hygiene, under the Refugee Assistance Programme, in Dagahaley, Ifo, Ifo-2 and Hagadera camps.

PWJ interventions are funded by UNHCR, JPF and European Commission Humanitarian Aid and Civil Protection (ECHO).

Over the past years, extreme weather conditions have been experienced in the East African region. Dadaab in particular has gone through the extremes of drought and flooding annually since 2006. These conditions come with a myriad of problems – for example displacement, destruction of infrastructure, food shortages, loss of livelihoods, diseases and death from malaria and AWD. The effects have been severe and with increasing intensity each year.

It is with this background that PWJ seeks to contract a consultant to conduct an assessment and to support the WASH team on responding to the floods and other technical challenges towards addressing sanitation needs across the Camp schools and other institutions in Dadaab refugees’ camp.

Objective of the assignment

The purpose and the objective of the assessment is to provide complete report on the impact of floods on WASH infrastructure and sanitation services across all 30 schools in Ifo, Ifo 2, Dagahaley and Hagadera camps. The assessment report will establish and identify the gaps in access to sanitation facilities and improved hygiene practices in schools, while providing technical approach and key lessons in how to improve the technical aspects.

The scope of work

The specific objectives shall include:

Review the existing needs around the schools across the camps, establishing what is needed to be done.

Single out areas of concern as:

  • latrines failure during each flood circle
  • Undertake a study on water usage for the pour flush latrine/VIP if adopted and its impact on lcpd.
  • Impact of current menstrual hygiene material disposal approaches

Facilitate assessment report, analysis, gap identification and share it with the PWJ technical person.

Develop complete structural designs and their drawings of most suitable latrine while considering WASH standard and guidelines:

  • To study and determine the pour-flash latrine water lcpd and compound in the overall lcpd.
  • The total number and scope of latrines destroyed in the last floods
  • The number of latrines needing repair/rehabilitation plus the overage extend of work required across the camp schools.
  • Half-lining of institutional latrine pits is the reason for their collapse.
  • Improvement on the design to check if it can incorporate a standard pan without a water seal.
  • A standardized design should be given to the latrine artisans for the different latrine technologies PWJ is implementing.
  • To undertake a study on water usage for the Pour Flush latrine and its impact on lcpd.
  • To verify if the use of ISSB to make blocks for leach pit lining. Where soils are not suitable, a compressed cement block with a lower cement ratio than normal can be produced.
  • To determine the domain of PWJ towards the construction and maintenance of institutional latrines
  • To determine the disposal of menstrual hygiene material strategies employed by girls
  • Effect of the disposal menstrual hygiene material on the life of the latrines
  • Design proper menstrual hygiene material disposal facility

Deliverables

Based on the above objectives

  • The individual will define a detailed methodology and work plan (Inception report). Desk based review of existing data and field work to be undertaken.
  • A comprehensive report detailing the current state of WASH facilities in schools, with recommendations.
  • Detailed designs and drawings.
  • A proposed workplan for the construction and installation

The reports shall be presented in draft and final version to PWJ.

Timeframe

The assignment is expected to take a maximum of 30 days which includes desk-review, preparation, assessment and report-writing.

Consultant Requirements (Qualifications and professional experience)

The Consultant must fulfil the following requirements:

  1. B.SC Civil Engineering or equivalent
  2. Registered with the Engineers Registration board of Kenya
  3. Master’s Degree in a relevant field will be beneficial
  4. Minimum 5 years of relevant experience with a demonstrable ability in Construction design and supervision. Having consulted with NGOs is an added advantage
  5. Have a current practicing certificate
  6. Have at least 10 years’ experience in WASH works
  7. Must submit an updated CV.
