International Consultant Legal Advisor in IHL and Social Norms in the Central Sahel At Geneva Call


Mission

Geneva Call is a neutral, impartial and independent international humanitarian organization dedicated to promoting international humanitarian standards and protecting civilians in conflict situations.

Present in Burkina Faso since 2021 with occasional activities in Niger, Geneva Call works with communities, civil society organizations and all relevant actors whose behavior can contribute to improving the protection of civilians. With the aim of better adapting its operations to the context and socio-cultural realities of the central Sahel, Geneva Call plans to recruit an ”International Consultant IHL and Social Norms in the Central Sahel”. The objectives of this consultancy include:

  • Analyze convergences between IHL and social norms including Islamic Law in the central Sahel;
  • Propose awareness-raising messages on the protection of civilians, inspired by IHL and Sahelian social norms
  • Propose a review and adaptation of the training materials used by the Burkina Faso mission;
  • Contribute to capacity building of Geneva Call staff and local partners in Burkina Faso.

Responsibilities

Research and comparative analysis

  • Carry out an in-depth comparative analysis between IHL and the social and cultural norms of the central Sahel countries (Burkina Faso, Mali, Niger).
  • Review internal Geneva Call documents on the convergence of IHL and Islamic Law and formulate proposals for improvement and alignment.

Development of messages adapted to the context and revision of the modules:

  • Formulate awareness-raising messages on the protection of education, the prevention of food insecurity, child protection, and humanitarian access, inspired by IHL and social norms in the central Sahel;
  • Provide suggestions and participate in updating the mission’s training materials

Training and capacity building

  • Strengthening the capacities of teams on international humanitarian law and social standards in the Central Sahel.
  • Propose innovative training methods in thematic training tools and adapt them to different audiences.

Consultant Profile

Academic training

  • Higher education degree in a relevant field such as international humanitarian law or human rights, political or social sciences; with a geographical specialization on the Sahel or a technical specialization on customary law or Islamic law

Technical skills

  • Solid experience in IHL analysis
  • Experience in training and developing training/teaching/learning materials on international humanitarian law.
  • Proven ability to analyze complex contexts and translate analysis into program adaptations.
  • In-depth knowledge of the conflict context(s) in the central Sahel.

Professional experience

  • At least 6 years of relevant professional experience in humanitarian/protection organisations working in conflict-affected areas, including at least 3 years in a management role.
  • Experience in writing and publishing published operational reports
  • Prior experience engaging with armed actors, access negotiations, training and/or protection of civilians is highly desirable.
  • Proven experience in developing humanitarian protection projects in conflict-affected countries.

LANGUAGES

  • Excellent command of French (written and oral)
  • English and any other local or relevant language is an asset.
