Context

​​Under the overall supervision of theHead of Sub-Office (HoSO) in Cotabato and direct supervision of the National Migration Health Project Officer (MERLA), the successful candidate is responsible and accountable for supporting the fulfillment of quality implementation of IOM’s health programming in Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). The candidate is expected to work closely with Ministry of Health (MOH) – BARMM and its local constituents especially in Maguindanao del Sur, Maguindanao del Norte, and Special Geographic Area (SGA) to coordinate quality data collection, analysis, monitoring, evaluation, and reporting of the project, in line with IOM standards, policies and commitments.

Responsibilities

  • Interpret and analyze data using appropriate statistical and analytical techniques including through the following:
  • Clean and organize raw data, ensuring data reliability, and prepare them for analysis;
  • Conduct exploratory data analysis examining variance and datasets that provides different narratives, trends and outliers;
  • Identify data trends and analytic opportunities that can drive project innovations;
  • Suggest data collection and analytics activities that optimize statistical efficiency and quality
  • Primary support for knowledge building and management including through the following:
  • Identify sources of data, information and verification, related to project implementation;
  • Identify and document synthesis of good practices and lessons learned directly linked to the project;
  • Conduct quality assurance for all knowledge projects verifying technical soundness and compliance with IOM policies.
  • Contribute to the effective implementation of Data Quality Control (DQC)/ Continuous Quality Improvement (CQI) activities such as but not limited to needs and capacity assessment, technical training, monitoring and feedbacking, evaluation, research advocacy and opportunities, collaborating, learning and adapting sessions, with technical guidance from National Migration Health Officer (MERLA).
  • Provide direct technical support to implementing MERLA, with guidance from National Migration Health Officer (MERLA), to identify corrective actions and promote continuous learning and adaptation for all components of the health programming.
  • Develop and maintain project databases updated and reliable to store and manage the project data, ensuring data security and integrity.
  • Plan and implement, with technical guidance form MERLA Officer, capacity building activities to staff and partners on MERLA, including through the development of training activity design and training and evaluation materials.
  • Analyse project indicators, accomplishments, evaluation test scores, statistics and data, and support the timely submission of results-based reports and updates in accordance with IOM and donor requirements.
  • Support the operationalization of the Accountability to Affected Population (AAP) framework and mechanism and the integration of Prevention of Sexual Exploitation and Abuse (PSEA) strategies with technical guidance from PSEA Officer.
  • Undertake duty travels in support of the programme and perform other duties as may be assigned.

Qualifications

EDUCATION

  • University degree in epidemiology, public health, biostatistics or analytics, social sciences, or health statistic-related disciplines from an accredited academic institution with five (5) years of relevant experience; or
  • High school degree with minimum seven (7) years of relevant professional experience.
  • Relevant accreditation/certification or formal training in areas related to health information, monitoring and evaluation, research methodologies, and data analysis is a distinctive asset.
  • Relevant accreditation/certification or formal training in areas related to health information, procurement and supply chain management, health financing and governance, and health insurance system is a distinctive asset.

EXPERIENCE

  • Experience in programme support, implementation, monitoring and evaluation, and coordination of public health activities;
  • Experience in the public health and/or health sciences sectors; implementation of health program, health information systems, or health analytics, a distinctive asset;
  • Experience in humanitarian or development operations and/or Government Social or Health Services; and
  • Experience in liaising with government counterparts, including those in DOH and/or BARMM Ministries.

SKILLS

  • Proficiency in statistical software and data management tools;
  • Excellent analytical, communication, research, and writing skills with strong computer literacy, especially advanced working knowledge of Microsoft Offices;
  • Strong familiarity with the context of BARMM and surrounding areas, knowledge of the issues and programs related to Health Systems at the National and Local (Mindanao) level is highly desirable.

Languages
IOM’s official languages are English, French, and Spanish.

REQUIRED

For this position, fluency in English and Filipino is required (oral and written).

DESIRABLE

Working knowledge of any BARMM language.

For positions in the GS category, proficiency in one of the local language(s) may also be required, as specified in the VN/SVN.
