Under the overall supervision of the Programme Manager in Manila, Philippines and the direct supervision of the National Officer, and in collaboration with relevant programme units, the Project Assistant will be responsible and accountable to support the regional and national projects on the area of migrant protection and migration governance, such as trafficking in persons and return and reintegration, and on matters involving the Global Compact for Safe, Orderly and Regular Migration (GCM).Responsibilities

Responsibilities for supporting project development, implementation, and coordination

  • Provide logistical, technical and other administrative support in the implementation of research, multi-stakeholder consultations, capacity building, direct assistance, and related activities under the projects managed by the Protection Division, including activities of the Philippine UN Network on Migration and of the overall Migration Management Unit.
  • Participate in the preparation, review, and analysis of workplans, progress reports, final reports and other data for clarity, consistency, and completeness, and facilitate project midterm and final evaluations.
  • Contribute to project proposal development by providing inputs and ideas based on the policy and capacity needs of relevant Government agencies, including needs of the people and communities we serve.

Responsibilities for liaison support with the external partners for coordinating and implementing activities

  • Assist the maintenance of links with a wide portfolio of international and national stakeholders at different levels including donors, embassies, national and local authorities, UN country team, international organizations, NGOs, private sector actors and migrant worker associations. Ensure high-level communications to increase project’s visibility at the national and international levels
  • Support the National Officer and Programme Manager to conduct country level engagement with officials of key government agencies, CSOs, and other stakeholders at the national and subnational levels as necessary.

Responsibilities for supporting the provision of technical inputs

  • Support the National Officer and Project Manager to participate as a resource person in conferences, seminars, consultations and other events by drafting speeches and talking points and preparing presentations. When assigned, attend these gatherings alone.
  • Provide inputs and draft terms of reference, briefs, tools, manuals, guidelines, concept notes, and other materials developed by projects in the area of protection and migration governance, especially on countertrafficking and reintegration.

Other responsibilities

  • Perform protection mainstreaming activities and other duties relevant to the implementation of the GCM and the thematic area of migrant protection and migration management.
  • Support undertaking of missions to project sites and perform travel duties as required.
  • Perform other duties within the incumbent’s capacity as may be assigned.

Qualifications

Education

  • Bachelor’s Degree in Social or Political Sciences, International Relations, Law, or any related field from an accredited academic institution, with minimum three years of relevant professional experience; or
  • High School degree from an accredited academic institution with five years of relevant professional experience.

Accredited Universities are those listed in the UNESCO World Higher Education Database. Experience

  • Experience in the field of migrant protection, human rights, counter trafficking, return and reintegration, labour migration, and/or migration governance fields; and
  • Experience working with government counterparts, national/international institutions, United Nations agencies, and non-governmental organizations.
  • Prior work experience with international humanitarian and development organizations, non-government or government institutions/organization in a multi-cultural setting is preferred.
  • Experience in supporting result-based monitoring and evaluation is an advantage.
  • In-depth knowledge of migrant protection, labour migration, migration governance and management, and a broad range of migration-related subject areas dealt with by the Organization;
  • Working knowledge of policies and programmes on protection, migration, and the Global Compact on Safe, Orderly, and Regular Migration in the Philippines;
  • Ability to support the liaison work and relationship-building with government and non-government counterparts working in the field of migrant protection to support vulnerable migrants;
  • Ability to think critically and analytically on complex topics related to migrant protection;
  • High organizational skills to enable the monitoring of project implementation and work with partner organizations and government counterparts; and
  • Excellent communication, facilitation, presentation and negotiation skills.
  • For all applicants, fluency in English and Filipino is required (oral and written).
