Training Manager – Mali At International NGO Safety Organisation

Founded in 2011, International NGO Safety Organisation (INSO) is an international non-governmental organisation that supports humanitarian actors in humanitarian access and security management by establishing coordination platforms in risk areas.

INSO provides registered NGOs with free services including real-time incident tracking, analytical reporting, data, mapping, crisis management support, staff orientations and training.

Registered in the Netherlands with its headquarters in The Hague, INSO provides daily support to more than 1,400 NGOs in 16 countries.

Mission INSO Mali:

INSO Mali was launched in 2013. INSO Mali provides services to improve the delivery of humanitarian aid and safeguard the safety of staff employed by approximately 200 Malian and international NGOs providing humanitarian and emergency assistance. INSO Mali operates through its coordination office in Bamako, its field offices in Gao and Sévaré, and its branches in Kidal, Ménaka, Ségou, Sikasso and Timbuktu.

INSO in Mali is looking for a Training Manager based in Bamako and mobile throughout the country.

Job Overview:

As a Training Manager, you will be responsible for developing, organizing, facilitating and evaluating training courses to support national and international NGOs in security management, crisis management, personal security and humanitarian access. You will ensure compliance with INSO training standards and best practices, lead the training team of four, as well as prepare and implement the annual training plan.

The ideal candidate is fluent in French and has solid experience in the humanitarian sector, adult learning or civil security and safety, with strong project management skills.

Main Responsibilities:

Implementation of the training plan

  • Conduct a training needs assessment.
  • Organize partner visits to better identify training needs and contextualize them
  • Contextualize the training provided in coordination with the other components of the programs.
  • Plan and organize training taking into account logistical and financial aspects.
  • Deliver planned training.
  • Communicate with partners about training.
  • Archive documentation and statistical data in an orderly and accessible manner
  • Ensure monitoring and evaluation of the impact of training in coordination with the Information team and the Training Department at headquarters and, if necessary, propose changes to the content.
  • Coordinate the service’s action with the other components of the programs and the Operations and Finance departments as well as with the Headquarters Training Directorate.
  • Contribute, in his/her field, to the drafting of reports sent to donors.

Supervise the training team

  • Ensure the management of human resources for the team of 2 Training Officers and 2 Training Assistants, in liaison with the Operations department.
  • Lead team capacity building.

Contribute to the influence of INSO

  • Ensure consistency of messages delivered by all program components.
  • Maintain recognition of INSO’s mandate and its adherence to humanitarian principles.
  • Participate in global development initiatives.

Qualifications and skills required

  • Fluent French required and ability to communicate in English;
  • At least 3 years of experience in the humanitarian sector, adult training (including educational engineering) and/or civil safety and security;
  • At least 2 years of experience in team and project management;
  • Proven skills in safety and security management, ideally in the NGO sector;
  • Professional experience in conflict-affected areas.

Desirable characteristics

  • Experience in organizing and facilitating adult training and public speaking.
  • Experience in NGO safety and security management, personal security, humanitarian access and negotiation.
  • Strong humanitarian commitment and motivation to support INSO’s partner NGOs.

Terms and Conditions

The position is based in Bamako, with frequent travel to the field. 12-month contract. Monthly salary of €5,000 per month, 4 calendar days of annual leave per month worked, 7 days of R&R every 3 months with an allowance of €1,250, accommodation, comprehensive medical coverage (excluding the United States) and life insurance included.

The position is also open to national candidates from the country of assignment, with different conditions.
