The International Committee of the Red Cross (ICRC) is an impartial, neutral and independent humanitarian organization. Headquartered in Geneva, Switzerland, the ICRC is mandated to provide protection and assistance to victims of armed conflict and other situations of violence, provides humanitarian aid in emergencies and works to promote respect for international humanitarian law and its integration into national legislation. As part of the development of its activities in Haiti, the ICRC is recruiting one (1) candidate for the position below:

Position : Premises Manager

Duty station: Port-au-Prince

Contract type: Resident

Reports to: Finance and Administration Manager

Duration: Fixed

But
the Premises Manager manages the department responsible for ICRC premises and infrastructure within a delegation.

Key Responsibilities
▪ Participates in determining accommodation and office requirements and identifies premises accordingly.
▪ Knows the market and briefs the F&A Manager on market developments.
▪ Prepares lease agreements and amendments in accordance with the framework given by the F&A Manager.
▪ Is responsible for monitoring contracts (updating the premises list, renewals, cancellations) and planning rental payments.
▪ Is the focal point for landlords and maintains good working relationships.
▪ Coordinates with landlords all maintenance works.
▪ Deals with external contacts, service providers and relevant suppliers.
▪ Is responsible for setting up and monitoring passive safety measures (3M, fire extinguishers, smoke detectors, flashlights, etc.).
▪ Manages the team of security guards, oversees the team’s daily routine, manages absences, manages shifts and provides replacements when necessary.
▪ Controls the inventory of the premises and maintains accurate inventory files.
▪ Coordinates the proper maintenance of all premises and infrastructure.
▪ Manages the maintenance team, oversees the team’s daily routine, manages absences and provides replacements when necessary.
▪ Supervises the team of domestic staff/outsourced cleaning services.
▪ Oversees the ordering or purchasing of necessary equipment and supplies, in coordination with logistics staff, and maintains associated inventory.
▪ Reports all maintenance issues (new installation, pending, ongoing, problems) regularly and without delay.
▪ Manages a sustainable development and environmental protection project related to the premises.
▪ Understands and oversees performance management and development (PMD) activities for employees under their supervision.

Knowledge, experience and minimum criteria required:
▪ University degree or higher technical education diploma or equivalent.
▪ At least five years of experience in the same field of activity.
▪ Good knowledge and experience in the application of financial rules, procurement procedures and supplier management.
▪ Excellent command of spoken and written French; fluent Creole; intermediate knowledge of English;
▪ Excellent command of IT tools (Microsoft Office Suite, etc.).
▪ Ability to work under pressure, taking initiatives while respecting the procedures in force and in regular communication with his hierarchy;
▪ Ability to work in a multicultural team;
▪ Ability to adapt and adhere to rapid changes while managing a large volume of work;
▪ Sense of confidentiality and discretion;
▪ Methodical, precise and rigorous;
▪ Initiative and organizational skills.
