National Director – Mozambique At OIKOS – Cooperation and Development


Objective 1:

  • Define and ensure the good implementation and development of the Representation strategy;
  • Define, together with the coordination team, the Legal Representative and the headquarters in Portugal, the OIKOS strategy in Mozambique for the coming years, establishing objectives, priorities and resources;
  • Adapt/Evolve the representation strategy, in accordance with the opportunities for action detected in the country’s context.

Objective 2:

  • Ensure the proper financial and operational monitoring of the Representation’s activities;
  • Monitor the development of the OIKOS program, with the support of the team;
  • Ensure good financial and operational management of representation and projects, in direct collaboration with the administrator, program manager and field coordinators;
  • Ensure timely and quality reporting, in accordance with the requirements of headquarters and funders.

Objective 3:

  • Support the identification of funders and development of new contracts;
  • Assess the needs of the context and the opportunities for developing new proposals for action (projects, provision of services, social investment partnerships, etc.) in collaboration with the national management team and teams in the field and headquarters;
  • Support the preparation and review of proposals, in accordance with internal guidelines from headquarters and the rules of funders;
  • Identify and collaborate in the design, financing, assembly and management of social businesses.

Objective 4:

  • Ensure good coordination of the representation’s operations;
  • Manage the representation’s human resources, being directly responsible for the administrator, program manager and field coordinators;
  • Define and adapt, whenever necessary, the representation organization chart and the team’s job descriptions;
  • Respond to potential internal conflicts within the team, with the support of the direct manager, the Legal Representative and the headquarters, whenever necessary;
  • Ensure good communication between headquarters and the field.

Objective 5:

  • Technical representation of the organization before stakeholders, local authorities and partners;
  • Represent the organization in a dignified and appropriate manner before national and international institutions and actors, in accordance with the organization’s mandate and principles and in strict compliance with the internal code of conduct;
  • Ensure good working relationships are maintained with Government officials, funders and other partners;
  • Define and negotiate the terms of interventions and proposals with funders and partners in the country, in accordance with the strategic and operational interests of the organization;
  • Increase the volume of intervention and ensure the operational and financial stability of the representation;
  • Diversify the current range of partners and funders, giving priority to the development of consortia with the private sector for social investment;
  • Ensure regular and fluent dialogue with partners and potential funders, with frequent reporting on OIKOS activities/perspectives in the country.

Objective 6:

  • Manage the security of the representation;
  • Follow the evolution of security in the country and the political/social context;
  • Analyze potential security risks and adopt appropriate measures whenever necessary.

Reports:

  • Site-Reports for the Legal Representative and Projects Department (Headquarters);
  • Project Report for validation by the Legal Representative and Projects Department (Headquarters);
  • Activity Reports (quarterly) to the Projects Department (Headquarters).
  • Financial Reports (monthly) for the Finance/Projects Department (Headquarters).

DN participates in:

  • Program definition;
  • Preparation of proposals;
  • Preparation of budgets (project/annual representation).

Staff for direct supervision:

  • Field coordinators;
  • Program Manager (Maputo);
  • Administrator (Maputo).

Specific functions:
Setting objectives, evaluation, defining job profiles. Recruitment.

ACADEMIC QUALIFICATIONS AND PERSONAL SKILLS

  • Higher Education in a relevant area;
  • At least 7 years of experience in a senior management position in the development area;
  • At least 5 years of proven experience in managing projects supported by the EU and/or other international funders and social investors;
  • Proven ability to raise funds from bilateral and multilateral funders;
  • Proven experience of at least 5 years managing budgets > 1 million dollars;
  • Proven experience in designing, implementing and evaluating projects;
  • Proven experience in project cycle management;
  • Experience in managing institutional partnerships with national and international actors;
  • Experience in team management in the context of development and humanitarian aid;
  • Management skills and strategic vision;
  • High negotiation and representation capacity;
  • Ability to delegate and supervise.
