HR Tools and Management Department Manager – Dakar, Senegal – M/F At ALIMA


CONTEXT

The Human Resources Department is responsible for proposing and implementing an HR policy adapted to ALIMA’s operations and development.

As a headquarters function, it is both a management structure for the NGO, providing support for the various missions, but also a management structure for expatriate personnel and headquarters.

In this last mission, the personnel administration office plays a central role. Its manager is an HR manager, he/she is in charge of the quality of administrative management of headquarters staff (Paris, Dakar) and expatriates.

FUNCTIONAL AND HIERARCHICAL LINKS

Reporting to : Human Resources Director

Staff under his hierarchical responsibility : 2 employees

He/she collaborates with : All the teams at headquarters and mainly with the desks.

MISSION

Administrative Policy and Procedures

  • Ensure the efficiency and quality of the administration of headquarters and expatriate employees
  • Provide assistance and advice to HR representatives in matters of local personnel administration
  • Oversee the review and development of administrative policies and procedures, ensuring their communication and application within the organization.
  • Ensure the validity of all contractual documents
  • Ensures the robustness of the payroll process, and validates the pay of expatriates and head office employees.
  • Ensures the effective transfer of payroll data to the DAF
  • Is the focal point for insurance-related issues. In particular, ensures competition and negotiations when renewing insurance, is in regular contact with the broker, answers specific questions, is responsible for ensuring that employees are covered in accordance with ALIMA policies on the matter and ensures good dissemination of information internally.
  • Responsible for movement procedures and ensures the implementation of the transport market.

Administrative, legal framework & monitoring of social news

  • Ensure compliance with all legal obligations relating to employment law, covering contracts, remuneration, leave and declarations.
  • Simplify and optimize internal procedures, while ensuring their legal compliance.
  • Manage relationships with legal advice offices and oversee ongoing legal files.

Information system, HR data and indicators

  • Actively contributes to the development and implementation of an integrated HR information system (HRMS software) for the part related to personnel administration and skills development.
  • Develops dashboards to track HR activity. Analyzes collected data and shares dashboards and analysis with management and teams who need them to guide their activities.
  • Established the organization’s annual social balance sheet.

Head office payroll budget

  • Responsible for compiling the information needed to build and monitor the Headquarters HR budget.
  • Responsible for developing and monitoring budget lines related to airline tickets, tuition fees and insurance.

Remuneration policy

  • Guarantees the application of the ALIMA employee remuneration and benefits policy.
  • Is responsible for international monitoring of remuneration and benefits policy.

Human Resources Management Headquarters

  • Advises managers on team management, legal constraints, adaptations to new regulations.
  • Ensures the implementation of administrative monitoring mechanisms for head office staff (job descriptions, monitoring of trial periods, contracts, evaluations, amendments, etc.).
  • Responsible for the employee onboarding process
  • Contributes to social dialogue with employees and staff representatives. In this capacity, is responsible for social dialogue bodies
  • Responsible for organizing the movements of headquarters staff

Profile sought:

Education: Degree in human resources, labor law, or related field.

Experience: Minimum 5 years of experience in human resources management, with solid knowledge of HR information systems and administrative processes.

Technical skills:

  • Mastery of HRIS tools and administrative management software.
  • In-depth knowledge of labor law and social law.
  • Proven skills in budget management and development of HR dashboards.

Personal skills:

  • Excellent communication and negotiation skills. Very good interpersonal skills
  • Strong organizational skills and ability to manage multiple projects simultaneously.
  • Rigor, responsiveness and problem-solving orientation.

CONDITIONS

Duration and type of contract: Permanent contract under Senegalese law

Start date: November 2024

Salary :

  • Level 9 of the internal salary grid
  • A gross monthly salary of 2,205,000 FCFA
  • A travel allowance of 685,031 FCFA
  • A housing allowance varying between 2 and 5% of the gross monthly salary depending on family composition for employees recruited internationally.
  • This represents a net salary of approximately 2,103,701 FCFA or 3,207 euros.
