Context:
Under the overall supervision of the Deputy Chief of Mission, Heads of Units in IOM Mozambique, the direct supervision of the Grants Programme Manager (GPM), and in close coordination with the Head of Sub-Offices in Beira and Pemba, the Grants Programme Officer will be responsible for coordinating and supervising the day-to-day implementation of specific grants and implementing partner projects, as assigned by the GPM, under all sectors of work in which the IOM Mozambique mission engages. The Grants Programme Officer will be responsible for facilitating the smooth management of grant awards and capacity building of partners throughout the project or award lifecycle.
The role is to be based in Pemba but roving across provinces as needed.
Core Functions / Responsibilities:
- Supervise relevant Grants Management (GM) team members, facilitating results and checking consistency in line with the requirements of various grants being managed by IOM Mozambique.
- Coordinate the implementation of assigned GM activities, monitoring implementation progress against project scope, budget, schedule and quality, and checking compliance to the component specifications, donor requirements and IOM rules and regulations. Check if implementation by implementing partners and sub-grants is meeting the objectives of the award and performed at a high technical standard, and promptly notify the supervisor of any issues.
- In close coordination with the Resource Management Office, track implementation progress of grants awards. Ensure that GM team members are carrying out appropriate monitoring functions and conducting monitoring and due diligence as directed, receiving all appropriate reporting from implementing partners and that any deviation or major concern on implementation is being flagged to the Grants Programme Manager.
- Monitor the smooth flow of the pipeline of grant and Implementing Partner applications through the entire award cycle.
- Assist the Grants Programme Manager in developing the capacity strengthening strategy and plan for potential implementing partners. Assist in identifying potential technical experts internally and externally to support capacity strengthening for partners.
- Ensure GM team members are maintaining up-to-date information management systems, keeping all critical documents (proposals, budgets, legal agreements, monitoring reports, etc.) in an organized fashion, maintaining updated tracking of project status, and feeding inputs regularly into mission level communications and information management systems. Contribute technical inputs to support the development of systems and processes to facilitate this and support the GM team in utilizing these systems.
- Support the Grants Programme Manager, and colleagues in the Resource Mobilization and Programme Support units, by providing technical inputs for the development of processes, guidance, and tools to help IOM manage and monitor grant projects for principled and professional delivery of assistance by partners.
- Support the Grants Programme Manager in monitoring, reporting and communicating with sub-grantees or implementing partners throughout the grant lifecycle.
- Document challenges or issues and recommend remedial action or solutions to overcome operational challenges in volatile contexts.
- Provide technical and process-related inputs to support the development and implementation of a Monitoring and Evaluation (M&E) framework for projects, in close coordination with the M&E Officer and other relevant staff.
- Liaise with government and donor counterparts, cluster/sector leads, Non-Government Organizations (NGOs), or other stakeholders as required.
- Undertake travel duties, as necessary.
- Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
- Master’s degree in Political or Social Sciences, Business Administration, International Relations, Law or a related field from an accredited academic institution with two years of relevant professional experience; or,
- University degree in the above fields with four years of relevant professional experience.
Experience
- Experience in working with implementing partners, grantees or third-party organizations to implement activities;
- Experience in grants programming and civil society strengthening;
- Experience participating in and/or supporting capacity building activities;
- Experience liaising with donor counterparts and/or cluster or sectoral leads;
- Experience in supervising staff/team preferably in a complex crisis setting; and,
- Experience working within the broader humanitarian ecosystem and coordination fora as it relates to coordinating emergency response activities is highly desirable.
Skills
- In depth knowledge of IP/grant award cycle and IOM internal procedures and controls for implementing partners;
- Establishes and maintains effective relationships with implementing partners;
- Familiarity with major crisis response sectors (WASH, Health, SNFI, etc.) and their core activities; and,
- Familiarity with Information Management or Grant Management Systems.
Languages
IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.
For this position, fluency in English is required (oral and written). Working knowledge of Portuguese or any local language is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
