Consultancy for Supporting URCS ENAP Training

1. Background.

The Ukrainian Red Cross Society (URCS) is committed to strengthening its disaster response capacities at both the national and branch levels. “Strengthening Organizational Capacity of URCS to support Communities affected by Conflict and Disaster in Ukraine” Project funded by DRC prioritizes Disaster Management, National Society Development, promotion of International Humanitarian Law as well as targeted intervention to increase the youth involvement in humanitarian causes as the key areas to support URCS to improve its capacity. The Project aims to further enhance these capacities through comprehensive training in Emergency Needs Assessment and Planning (ENAP) and Disaster Management, including Cash and Voucher Assistance (CVA). The project also focuses on capacity building for youths, ensuring that the skills developed will have a sustainable and effective future operations.

2. Objectives

The primary objective of this consultancy is to provide expert guidance in design, preparation and delivery of ENAP training. The consultant will ensure that the training aligns with the project goals and addresses the specific needs of URCS staff and volunteers. Training should be aligned with Red Cross Movement wide approaches to ENAP as well as with URCS One plan.

3. Scope of Work

The consultant will be undertake for the following tasks:

3.1 Training Preparation:

  • Needs Assessment: Conduct a thorough needs assessment under initial information available to identify the specific training requirements of URCS staff and volunteers, focusing on current and future needs in disaster response by October 7th.
  • Curriculum Development: Develop a comprehensive training curriculum covering all aspects of ENAP and Disaster Management, with a particular focus on CVA. The curriculum should be adaptable based on needs assessment findings by October 7th.
  • Resource Compilation: Compile and prepare all necessary training materials, including manuals, presentations, and case studies ensuring they are relevant to the Ukrainian context.

Preparation meetings: The ENAP training is scheduled to take place from October 7th – October 15th in Kyiv, Ukraine. In-person preparation meetings with facilitators and participants from URCS and DRC are planned from October 1st to October 04th, in Kyiv. Any additional preparatory activities, including meetings and discussions, can be conducted online prior to October 1st, 2024.

3.2 Training Delivery:

  • Facilitation: Lead and facilitate the ENAP training sessions scheduled for October 7th–15 th in Kyiv, Ukraine. Ensure active participation and engagement from all attendees.
  • Practical Exercises: Design and implement practical exercises and simulations to provide hands-on experience in ENAP and Disaster Management considering the protracted Conflict in Ukraine.
  • Feedback Mechanism: Establish a structured feedback mechanism to gather participants input and make necessary adjustments to the training as needed.

3.3 Post-Training Activities:

  • Evaluation: Conduct comprehensive post-training evaluation to assess the effectiveness of the training and identify areas for improvement.
  • Reporting: Prepare a detailed report summarizing the training activities, outcomes, and recommendations for future training sessions or activities.

4. Deliverables

The consultant is expected to deliver the following:

  • Training Needs Assessment Report: A comprehensive report detailing the training needs of URCS staff and volunteers.
  • Training Curriculum: A well-structured curriculum covering all relevant topics in ENAP and Disaster Management.
  • Training Materials: All necessary training materials, including manuals, presentations, and case studies.
  • Training Sessions: Successful facilitation of training sessions, including practical exercises and simulations.
  • Post-Training Evaluation Report: A detailed report evaluating the effectiveness of training and providing recommendations for future sessions.

5. Duration

The consultancy is expected to last for a period of two months, starting from September 15th to November 15th.

6. Qualifications

The consultant should possess the following qualifications:

  • Educational Background: Advanced degree in Disaster Management, Emergency Planning, or a related field.
  • Experience: Demonstrated experience in conducting ENAP trainings and capacity-building activities in different countries for Red Cross Societies.
  • Skills: Strong facilitation, communication, and organizational skills.
  • Knowledge: In-depth knowledge of Disaster Management, ENAP including CVA. Familiarity with Ukrainian context is an advantage.
