Financial Coordinator (M/F) – Burkina Faso At Doctors of the World

In Burkina Faso, our strategy and commitment are based on a dual approach: a comprehensive, equitable, accessible and quality healthcare offering, as well as political advocacy to sustainably improve access to healthcare and the right of women and adolescent girls to control their bodies. Current programs include:

  • Emergency program in the North : we now have an operational base in Kongoussi in the Bam province. The project aims to implement the minimum package of primary health care activities in the health facilities of the Kongoussi health district as well as through the deployment of mobile clinics managed directly by MdM. Support for the blockaded locality of Bourzanga is also included in this strategy.
  • DSSR-CCU program in Ouagadougou : in 2018, MdM opened a project in Ouagadougou, in support of the Ministry of Health, prevention and management of precancerous lesions (LPC) of the cervix. The different areas of strengthening this program are structured around the identification of socio-cultural blockages, raising awareness among the target audience and local decision-makers around the issue of Cervical Cancer (CCU), strengthening screening and management methods and strengthening the coordination of the different actors involved in this topic.
  • Youth and Adolescent SRHR Program in Ougadougou (RESPECT) : Since the end of 2021, MdM has been leading the project “RESPECT for the SRHR rights of adolescents and young people”, an inter-country project led by MdM-Canada in consortium with MdM-France, MdM-Spain and MdM-Switzerland aimed at increasing the enjoyment of health rights by people in vulnerable and marginalized situations, in particular adolescent girls and young women aged 10 to 24 in Burkina Faso, Benin and Haiti.
  • Health system strengthening program in the Hauts-Bassins : launched in December 2023, this consortium project of which MdM is the leader aims to strengthen the health system in the Hauts-Bassins region, which tends to welcome an increasing number of people fleeing other localities in the country.

Job Description

Under the supervision of the general coordinator, you coordinate the financial management and financial administration of the mission within the framework of MdM deadlines, policies and procedures. You will have under your supervision an administrative manager who supervises a team of 7 employees under national law. You also provide technical support to operational staff on the financial management of the mission.

More specifically, your missions are as follows:

Financial, accounting and budgetary management

  • Provide supervision, control and accounting consolidation of the mission, monthly accounting closure for sending to headquarters and supervise the archiving of accounting documents
  • Validate cash inventories, bank reconciliations and postings/clockings in Saga
  • Check analytical imputations with budget holders
  • Ensure the development and monitoring of budgets and budget revisions
  • Develop the annual cash flow plan, monitor the implementation of the mission’s cash management and control cash supply requests
  • Provide technical support to operational staff and budget holders on financial management
  • Analyze financial information, ensure compliance with mission financing plans and donor contracts and anticipate potential financial risks
  • Ensure proper preparation of internal and external audits and ensure financial controls
  • Assist the general coordinator in fundraising and relations with donors
  • Issue recommendations in terms of organization or management
  • Develop and implement procedures and financial monitoring tools
  • Ensure compliance with the country’s tax rules and prepare tax returns and payments
  • Participate in the drafting of proposals and concept notes
  • Provide training and monitoring of partnerships for financial aspects

Administrative Management

  • Ensure fiscal and legal monitoring of the mission with regard to the country’s institutions and ensure compliance with current legislation in all program actions
  • Participate in the negotiation and formalization of agreements and contracts
  • Ensure monitoring of mission registration procedures with the relevant authorities

Management

  • Recruit and support your team members
  • Identify training needs, train and technically support team members
  • Conduct annual performance reviews for your team
  • Leading team meetings

Representation

  • Participate in inter-admin meetings with other NGOs
  • Ensure official representation for the administrative management of the mission with the competent authorities

Reporting

  • Participate in the reflection on the evolution of the mission and the programming of new projects and/or reorientation
  • Participate in the drafting of the financial sections of funding requests and donor reports
  • Update, analyze and distribute to headquarters the monthly budgetary and forecast monitoring of the mission

Profile sought

  • Higher education bac+3 in management or accounting
  • Minimum 4 years of experience, including at least 1 year as an administrator in the field of international solidarity. Experience in an emergency context and in opening a base would be appreciated.
  • Knowledge of the rules of contracts with the main lessors
  • Ability to work in a restrictive environment
  • Good organizational and priority management skills
  • Proficiency in Word, Excel and SAGA
  • Fluency in French (oral and written) essential, fluency in English appreciated
  • You adhere to the values ​​and activist positioning of Médecins du Monde.

Conditions of employment

  • 6-month fixed-term contract
  • Position based in Ouagadougou with occasional travel to our intervention areas
  • Position to be filled as soon as possible
  • Status: supervisor
  • Gross monthly salary of 3,306 euros
  • Equivalent to 13th month paid in 2 installments – from 6 months of actual work seniority
  • Expatriation bonus of 10% of gross salary per month
  • Coverage of transportation (home – mission), visas, vaccinations
  • Accommodation in a guesthouse
  • 22.5 RTT / an
  • 5 weeks of paid vacation / year
  • Mutual insurance (60% participation by MdM and 40% by the employee)
  • Insurance (repatriation, etc.)
