Position Description

Reporting Line

The Local Logistics and Operations Officer reports to the RET Local Project Officer in Coro, Falcón State and to the National Project Coordinator.

Main location

The position is based in the RET Local Office, located in Coro, Falcón State

Specific Responsibilities

  • Participate in meetings convened by WFP concerning the operation.
  • Prepares schedule and leads the execution of field activities related to the School-Based Program (SBP), including the formation of school meal teams, distribution plan, monitoring of school kitchen maintenance, and the implementation of the modalities of served plates and take-home baskets.
  • Coordinate the hiring of consulting staff in a timely, transparent manner and without any type of conflict of interest.
  • Trains members of your organization and contracted consulting staff in the skills necessary for the implementation of the school-based program.
  • Ensures coordination in the work schedule with the technical areas.
  • Supervises consulting field staff during kitchen distributions and maintenance actions
  • Prepare, review and submit state reports related to the implementation of the School-Based Program.
  • Any adjustment or modification to the distribution plan must be consulted and approval must be guaranteed by the donor.
  • Coordinate activities related to local implementation in educational units and the smooth development of the project in its different lines and stages (design, implementation, monitoring and follow-up); guide and supervise the work of the team and ensure inter-institutional coordination for the development of strategic alliances.
  • Coordinate the hiring of the roster.
  • Ensure project implementation on time, cost and quality, in accordance with established guidelines and procedures.
  • Guide and lead the technical team in the implementation of strategies focused on meeting objectives.
  • Manage the different risks of the project in a timely manner and inform the Local Coordinator about the challenges presented in the execution of the project, as well as the proposed contingency measures.
  • Provide the Local Project Coordinator with a monthly update on the context of the operation, institutional monitoring, compliance monitoring and project management, for the preparation of the Country Operations Monthly Update
  • Manage the progress of activities and ensure their quality within the planned times.
  • Know and apply the technical and operational procedures that guarantee the execution of the activities and the fulfillment of the Project objectives.
  • Supervise the RET staff under your charge.
  • Support the Local Project Coordinator in the actions of coordination and inter-institutional articulation with national and international cooperation agencies and organizations.
  • Provide relevant information to the Local Coordinator in accordance with the interests and institutional mission.
  • Support the Local Coordination in the planning and monitoring of the different RET activities in the area of ​​operation under its responsibility.
  • Monitor the progress of activities and ensure their quality within the established times in accordance with the organization’s instruments, procedures and standards.
  • Supervise the correct implementation of the project’s operating procedures in the area under his/her responsibility. In support of the Local Coordinator and the National Managers, supervise the technical teams in the implementation of the project.
  • Consolidate local reports requested by the Program Manager, National Project Coordinator and/or Local Project Coordination.
  • Ensure proper management of the project’s digital and printed files, ensuring their confidentiality and backup.
  • Keep the data of each component of the project up to date and accessible, focusing on the information management system.
  • Represent RET before all territorial entities related to matters relating to institutional work, other relevant institutions and before donor visits that are requested or delegated by the Local Coordination.
  • Make requests for materials according to project needs.
  • Request your travel expenses using the Travel Advance and Working Advance forms and legalize them within three days after the mission ends using the Spence form.

  • Ability to work independently and as part of a team, demonstrating management and leadership skills;
  • Ability to communicate clearly and sensitively with relevant institutions and organisations, and with internal and external stakeholders, as a RET representative. These skills include effective negotiation and representation;
  • Propose, in a constructive manner, alternative solutions to problems that arise in the work area.

Qualifications and requirements

  • University degree preferably in Engineering, Administration, Economist with studies in logistics.
  • Proven knowledge in planning, coordinating and monitoring field activities from logistics processes, communications, finances, implementation, inclusion and nutrition communication, and registration and rehabilitation and maintenance of schools.
  • Three (3) years minimum of verifiable experience in similar projects and functions working with people in vulnerable situations; population in need of international protection, refugees, migrants, at risk due to natural and/or anthropogenic events, among others.
  • Venezuelan nationality or permission to work in Venezuela is required (essential).
  • Excellent command of the Spanish language.
  • Immediate availability required.
  • Flexibility to manage different tasks effectively and willingness to put in extra hours when necessary.
  • Availability to travel throughout the national territory, as necessary.
  • Knowledge of computer management in an Office environment and smartphones.
