1. ASSIGNMENT SUMMARY

Title of Assignment: Poultry and livestock Sector Business and Quality Development Consultant

Location of assignment: Awassa, Sidama Region (On site) and Awassa City Administration Urban Agribusiness Demonstration Cluster

Project Initiative: ILO ProAgro Ethiopia: Promoting Decent Employment in Agribusiness Sector (Enterprises Development for Youth Employment );

Project Activity: Upskilling Youth for decent Jobs in Green and Sustainable Urban Agribusiness Practice.

  • Head: Hawassa City Administration Job Creation, Employee and Employers Department
  • Project Manager: ILO ProAgro Project

Duration of contract: 3 Months

2. ABOUT ILO ProAGRO-ETHIOPIA PROJECT

ProAgro for “Promoting Agribusiness sector Decent Employment” is a special job Creation support programme with funding by the German Federal Ministry of Economic Cooperation and Development (BMZ) within the framework of the Jobs for Africa Initiative. It is an integrated strategy combining policy support for improving agribusiness sector investment Ecosystem; skills and entrepreneurship development, and agriculture value chain-based Enterprise development, with the ultimate objective to create job opportunities for women and young men. The project is specifically designed to incentivize youth employment in agriculture sector, by adopting market systems approach to create new growth opportunities for youth and women-led agribusiness SMEs.

The project is being implemented in the Sidama, Amhara, and Oromia regions, creating over 2000 jobs in the poultry, fruits and vegetables, general horticulture, and in Green Initiatives. The skills dimension is reinforced to promote employability in the emerging agro-processing sector, as well as motivate self-employment. Supported by the ILO Enterprise and Employment sector, this initiative is partnership based, and hosted by the Regional Bureau of Jobs, Skills, and Enterprise Development, in collaboration with the regional Department of Agriculture, Awassa City Administration, and the social partners.

A new activity being piloted under the project is the Green and Sustainable Urban agribusiness initiative in collaboration with the Awassa City Administration. This project which responds to urban youth unemployment has created enterprise Clusters for youth and women in the poultry, meat and dairy businesses. It is a value chain development approach in urban context to address increasing hygiene, safety and environmental concerns, while bolstering the production, input supplies, market access, and the provision of business and financial services to the sectors to create jobs. ProAgro and the Awassa City Administration are now seeking a short-term expert in the Livestock, Poultry business development to deliver the assignment described below.

3. OBJECTIVES OF THE ASSIGNMENT

The primary objectives of the assignment are:

  • Support the Awassa City Administration’s innovative approach to the conduct of agriculture-based businesses within the city to grow for jobs creation while mitigating environmental, health and safety risks
  • Support the ILO’s intent to promote decent employment in agribusiness through sustainable and competitive and responsible enterprises.
  • Contribute to the development of agribusiness Entrepreneurship ecosystem by linking training, Private sector, Community, and market.

4. SCOPE OF WORK/Deliverable of this assignment

The main deliverable of this assignment are as follows:

  • Leading and supporting the livestock, dairy and poultry Small and Micro Businesses to in each agribusiness cluster to secure adequate infrastructure, space and support to conduct their production in a safer, hygienic and environmentally sensitive manner
  • Acting as a linking pin between ProAgro, the Awassa City Administration, the community, the department of Environment, Agriculture, and regional Bureau of Jobs, Skills and Enterprise Development
  • Coordinate protection, health, and workplace safety monitoring to the SMEs by linking the government and private service providers in Veterinary, quality assurance, Occupational health and safety, packaging and storage.
  • Facilitate development of a tailored business Model for the Cluster to ensure Startups are able to grow and sustain their businesses.
  • Leading and supporting private sector linkages to off takers and local SMEs to ensure there is local integration and benefit.
  • Ensure visibility of the initiative through robust communication to the local community, local government and traditional leadership and other stakeholders about the Green, Sustainability and Cluster approach and its benefits and impact.
  • Monitor and evaluate project milestones and feed into the ProAgro monitoring and evaluation system.
  • Working with the Kaizen Excellence Centre, Local BDS Providers to integrate Business development, Workplace standardization, Productivity and Work ethics for promoting Responsible Agribusiness Conduct.
  • Developing bi-weekly debriefs to stakeholders on progress, challenges, risk mitigation, and opportunities to replicate best practices in the region and in potential new regions.
  • First draft report of the work submitted to ILO for review.

5. REQUIRED/DESIRABLE EXPERIENCE

The consultant should have advanced degree in social sciences or economics with proven experiences in successfully carrying out labour market assessments. The consultant should also demonstrate their competency in quality objective reports writing. As a preference the Expert should have:

  • At least the candidate should have 10 years relevant experience and qualifications in the poultry and dairy sector and in the Value chains.
  • Demonstrable relevant technical expertise, understanding of the small livestock sector, Poultry and significant experience of working in the abovementioned sectors through business development or hands on work with SMEs.
  • Having practical experience on supporting SMEs on occupational health and Safety, maintaining quality, operationalization in urban agribusiness setting and application of the relevant regulations around the identified value chains.
  • Experience in coordinating partnerships and building trust and collaborations to build sustainable agribusiness interventions.
  • Monitoring and Evaluation, Coordination and communication experience.
  • Resident expertise/firm and strong familiarity with Government stakeholders of Sidama region is most desirable.

6. REQUIRED/DESIRABLE ATTRIBUTES

  • Ability to develop detailed strategies/work plans to achieve initiative objectives.
  • expertise in injecting Innovative approaches, ideas and problem-solving skills to the SMEs, and building capacities of the concerned Government institutions.
  • Networking to build the SMEs into the local agribusiness market ecosystem
  • Effective communication culture (written, media engagement, documentation and dissemination skills.

7. Time frames for the assignment

The assignment is expected to be completed within two months after signing the contract. The contract man days will be 45 days spread across those two months. During which the deliverables will be submitted as per proposed schedule below:

Deliverable: Leading and supporting the livestock, dairy and poultry Small and Micro enterprises in each agribusiness cluster to secure adequate infrastructure, space and support to conduct their production in a safer, hygienic and environmentally sensitive manner.

Timeframe: 3 weeks after signing the contract

percentage instalment: 15% upon recommending the required infrastructures in the facility.

Deliverable: Coordinate protection, health, and workplace safety monitoring to the SMEs by linking the government and private service providers in Veterinary, quality assurance, Occupational health and safety, packaging and storage.

Facilitate development of a tailored business model for the Cluster to ensure Startups are able to grow and sustain their businesses.

Establish the market linkage between the enterprise and the potential buyers.

Timeframe: 5th and 6th week after signing the contract

percentage instalment: 35% upon submission of the report on market linkage done

Deliverable: Ensure visibility of the initiative through robust communication to the local community, local government and traditional leadership and other stakeholders about the Green, Sustainability and Cluster approach and its benefits and impact.

Monitor and evaluate project milestones and feed into the ProAgro monitoring and evaluation system.

Working with the Kaizen Excellence Centre, Local BDS Providers to integrate Business development, Workplace standardization, Productivity and Work ethics for promoting Responsible Agribusiness Conduct.

Timeframe: 7th and 8th week after signing of the contract

percentage instalment: 35% upon submission of the report to on the deliverable

Deliverable: First draft report of the work submitted for ILO for review.

Timeframe: 11th Week after signing the contract

percentage instalment: 15% percent of total contract amount upon submission of Final report to the satisfaction of the ILO

8. Evaluation criteria

The submitted proposal from the prospective consultants will be evaluated as per criteria set below.

Evaluation Criteria/profile of a consultant

  • Qualification of the individual consultant
    • The individual consultant needs to have a minimum of advanced university degree in relevant field as described in the ToR above (Maximum score: 5)
    • Proven experience in carrying similar assignments before for (at least 5 years) verified by specific description in his/her profile and sampled work annexed. Focus will be on relevance, reporting skills and quality of past work and nature of clients and topics covered. (Maximum score: 30)
    • Understanding of the poultry and diary challenges in the specific location (Sidama region). (Maximum score: 10)

Maximum Points for A is 45

  • Proposed approach to deliver the objectives of the ToR’s
    • Applicant demonstrates (via submitted technical proposal) their clarity on understanding the objectives and scope of the assignment through detailed descriptions of the assignment its objectives and relevance to the intended use (Maximum score: 30)
    • Applicants demonstrate (through the submitted technical proposal) how the expected deliverables are successfully operationalize on the specific context. (Maximum score: 25)
