TERMS OF REFERENCE

PROCUREMENT OF PROFESSIONAL SERVICES BY DELIVERABLES
FOR THE CONTRACTING FOR THE ANALYSIS OF ORGANIZED CRIME AND THE RESPONSE OF JUSTICE IN ECUADOR

1. BACKGROUND

The Pan American Development Foundation in Ecuador (PADF), within the framework of the CRIME-LAB PROJECT (“Organized Crime-Lab Analytica: Laboratory for the Analysis and Combatting of Transnational Organized Crime), is seeking to contract professional services for the Analysis of Organized Crime and the Justice Response in Ecuador.

2. PURPOSE OF THE CONTRACT

To provide professional services for the analysis of Organized Crime and the Justice Response in Ecuador, which seeks to strengthen the skills of actors in the Ecuadorian justice system and members of civil society to understand and combat organized crime. This 12-month project focuses primarily on strengthening the Ecuadorian Observatory of Organized Crime and improving coordination to proactively address situations that require inter-institutional cooperation.

3. SPECIFIC OBJECTIVE:

  • Locate, compile, classify information and generate base reports on the context of organized crime in Ecuador.
  • Assist in the collection of information and systematization of the workshops generated by the OECO.
  • To prepare databases of judicial records containing the information required by the contractor and which serve as a basis for generating statistics for the products generated by the OECS.
  • Monitor and follow up on OECS social media, in accordance with the contractor’s guidelines.

4. PROFILE OF THE PERSON TO HIRE

  • Professional with university studies, preferably in International Relations, Political Science, Economics, Law or Sociology.
  • Previous experience or skill in generating technical reports, managing databases on organized crime in Ecuador.
  • Desirable: proven experience as a researcher in related topics and in mapping actors related to organized crime.
  • Excellent oral and written communication skills in both English and Spanish.
  • Organizational skills with willingness to assume responsibilities and take initiative.
  • Willingness to work in a hybrid manner. Consultant will need to be present in the office, two days a week.

5. CONTRACT PERIOD

The contract will be valid from October 1, 2024 to July 31, 2025.

6. BUDGET AND PAYMENT METHOD

The total amount of the contract is $7000.00 (includes taxes), which will be paid as follows:

  • Deliverable details: Support report on the preparation of slides within the framework of the project, report on project management indicators.
    • Delivery date: October 31, 2024
    • Value: $700
  • Deliverable details: Support report on the compilation of a database of judicial records on organized crime (2020-2022).
    • Delivery date: November 30, 2024
    • Value: $650
  • Deliverable details: Support report on updating the OECO data viewer and website. Support in reporting project management indicators.
    • Delivery date: December 31, 2024
    • Value: $750
  • Deliverable details: Support report on OECS-related activities and preparation of annual bulletin on intentional homicides 2024
    • Delivery date: January 31, 2025
    • Value: $700
  • Deliverable details: Support report on the selection process and monitoring in the development of the OECO website.
    • Delivery date: February 28, 2025
    • Value: $650
  • Deliverable details: Report on the renewal of social networks and uploading of posts with OECS studies on networks.
    • Delivery date: March 31, 2025
    • Value: $750
  • Deliverable details: Report on assistance in the creation of a database of drug trafficking court records. Volume 2.
    • Delivery date: April 30, 2025
    • Value: $700
  • Deliverable details: Support report on the creation of a database of drug trafficking court records. Volume 1.
    • Delivery date: May 31, 2025
    • Value: $650
  • Deliverable details: Report on the preparation of a biannual intentional homicide matrix for 2025 in Ecuador.
    • Delivery date: June 30, 2025
    • Value: $750
  • Deliverable details: Systematization report on organized crime characterization workshops.

Payment will be made upon presentation of the deliverable and the respective invoice, to the complete satisfaction of PADF.

8. INTELLECTUAL PROPERTY

The professional is prohibited from any type of publication, disclosure or commercialization of the products subject to this contract, since it will be understood that they will become the property of PADF. Likewise, the professional is prohibited from disclosing confidential information that comes to his knowledge as part of the execution of his activities.

9. ABOUT PADF

10. TERMS AND CONDITIONS

Outcome of Agreement
These ToR do not obligate PADF to execute a contract, nor do they obligate PADF to pay any costs incurred in preparing or submitting proposals. In addition, PADF reserves the right to reject any and all bids, if such action is deemed to be in the best interest of PADF. PADF, in its sole discretion, will select the winning proposal and is not obligated to share the results of the individual evaluation.

Confidentiality
All proprietary information provided by the applicant will be treated as confidential and will not be shared with potential or actual applicants during the bidding process. This includes, but is not limited to, price quotes, cost proposals, and technical proposals. PADF may, but is not obligated to, post agreements on its public website after the bidding process has concluded, and the contract has been agreed. PADF’s evaluation results are confidential and applicants’ scores will not be shared with each other.

Protection of personal data
The data arising from the execution of the contract subject to this term of reference will be used exclusively for its execution and taking into consideration the provisions of the regulations of the “ORGANIC LAW ON THE PROTECTION OF PERSONAL DATA”, ratified on May 21, 2021.
