Regional Monitoring and Evaluation Lead, PEPFAR HIV Prevention Program At Global Communities

Global Communities is seeking a Regional Monitoring and Evaluation Lead for the anticipated CDC PEPFAR HIV Prevention, Care and Treatment Program in Central America. This five-year, $85M program will enhance the capacity of El Salvador, Guatemala, Honduras, Nicaragua and Panama to address gaps in HIV prevention, diagnosis and treatment and accelerate progress towards achieving the 10-10-10 prevention objectives and 95-95-95 care targets. The program is expected to provide technical assistance to Ministries of Health and other relevant stakeholders to prevent new infections; increase knowledge of HIV status and early diagnosis; improve treatment outcomes among people living with HIV (PLHIV) and enhance skills of healthcare workers involved in HIV prevention, testing and treatment services.

The Regional Monitoring and Evaluation Lead will lead the design and oversight of the project monitoring and evaluation (M&E) and collaboration, learning and adaption (CLA) activities. S/he will lead the development and oversee implementation of the Monitoring, Evaluation and Learning (MEL) Plan, including development and testing of relevant data collection tools, data quality assurance systems and related reports. S/he will also convene program and program-adjacent stakeholders to refine CDC and other HIV prevention, testing and treatment interventions based on the results of MEL data collection and analysis. Responsibilities

The Regional Monitoring and Evaluation Lead will be responsible for the overall design and implementation of the program’s M&E and CLA systems. S/he will oversee other M&E and CLA staff and engage representatives from regional organizations and other implementing partners as appropriate to refine program activities and promote a culture of learning across HIV prevention, testing and treatment programs.

The Regional Monitoring and Evaluation Lead, reporting to the RPD/C, will be responsible for developing and implementing the program’s M&E and CLA systems. They will provide a strategic M&E vision for the program and ensure the quality and timeliness of all related products and activities generated under the program. Further, they will ensure that all M&E activities align with CDC and PEPFAR standards, including but not limited to the reporting of PEPFAR MER and other relevant indicators. They will convene program staff and other implementers in the HIV space under the principles of adaptive management to maximize impact and facilitate innovation based on the data collected and analyzed by program staff. S/he will also:

  • Develop the program’s MEL plan, including strategies and tools for the timely collection, management, analysis and reporting of valid and reliable data that meet donor requirements.
  • Contribute to program deliverables, including annual workplans and quarterly and annual reporting; undertake periodic reviews of program and/or country M&E systems; lead design of M&E system strengthening actions and oversee the dissemination of information on approaches, lessons learned, etc.
  • Lead the regular review and updating of the CLA Framework and Plan for the program, in close collaboration with the RPD/C and Technical Leads.
  • Guide and facilitate collaboration with/across key stakeholders to regularly identify and capture lessons learned from program activities. Facilitate the documentation and dissemination of learning through various platforms.
  • Design, roll-out and continually improve CLA-related processes and tools to support effective program implementation and CLA in relation to the program.
  • Lead internal collaboration efforts between technical teams to sequence, layer, integrate and leverage each other’s strategies to maximize resource utilization and increase complementarity.
  • Work closely with program leadership to integrate CLA activities into the program workplan, M&E system, and into job descriptions and individual performance goals.
  • Develop and deliver effective written reports and oral presentations on the project.
  • Represent Global Communities and overall program interests as necessary.
  • Build and maintain strong working relations with key internal and external stakeholders, beneficiaries, prime and subcontractors, suppliers and partners. Provide effective and timely responses to inquiries and concerns.

Qualifications

  • Master’s degree (or equivalent) in a related discipline (statistics, research methods or related field) with a minimum of six (6) years of experience in M&E and CLA; or,
  • Bachelor’s degree in a discipline related to international development, public administration, political science or law with a minimum of ten (10) years of experience in M&E and CLA.
  • Two to three (2-3) years of MEL or CLA experience on PEPFAR-funded HIV/AIDS prevention, testing and/or treatment projects required.
  • Experience in Central America is required.
  • Proven experience in a MEL or CLA leadership position in similarly sized, international donor-supported programs is required. International NGO or for-profit contractor experience is strongly preferred.
  • Knowledge/Experience with CDC grants and contracts rules and regulations strongly preferred.
  • Demonstrated ability to articulate technical information clearly and effectively and adjust indicator selection and targets as part of adaptive programming is required.
  • Demonstrated ability to create and maintain effective working relationships with host country government personnel, stakeholders, NGO partners and international donor agencies is required.
  • Management/supervisory experience is required.
  • Evidence of effective communication skills, both oral and written, to fulfill the diverse technical and managerial requirements of the agreement is desired.
  • Languages: Full Professional Proficiency in spoken and written English AND Spanish is required.
