Monitoring, Evaluation, and Learning Coordinator At BRAC


About the Role:
BRAC International (BI)- Philippines is seeking a Monitoring, Evaluation, and Learning Coordinator in Philippines who is aligned with it’s ethos of working in partnership with communities to create impact for scale.

The Monitoring and Evaluation (M&E) Coordinator is responsible for the planning, design, and implementation of M&E activities across BRAC Philippines programs. This role involves data collection, analysis, and reporting to ensure programs are achieving their intended outcomes. The M&E Coordinator will work closely with program teams to build their capacity in monitoring and evaluation, ensuring that evidence-based decision-making is at the core of BRAC Philippines’ operations.

MAJOR RESPONSIBILITIES:

M&E System Design and Implementation

  • Develop and maintain the M&E framework and systems to monitor project activities, outputs, outcomes, and impacts.
  • Design and implement data collection tools, methodologies, and processes that align with program goals and objectives.
  • Ensure that M&E frameworks comply with donor requirements and international best practices.

2. Data Collection and Management

  • Oversee the collection of quantitative and qualitative data, ensuring data accuracy, reliability, and integrity.
  • Manage databases and ensure that data is properly stored, accessible, and retrievable for analysis.
  • Conduct regular field visits to monitor program implementation and validate data collection processes.

3. Data Analysis and Reporting

  • Analyze data to assess progress towards program goals and identify areas for improvement.
  • Prepare detailed M&E reports, including monthly, quarterly MIS, and annual reports, for internal and external stakeholders and BI MIS department.

4. Capacity Building and Training

  • Provide training and support to program staff and partners on M&E processes, tools, and best practices.
  • Foster a culture of continuous learning and improvement within the organization through M&E activities.
  • Develop training materials and guides to enhance the M&E capacity of the team.

5. Stakeholder Engagement

  • Collaborate with program teams, donors, partners, and relevance government agencies to ensure alignment in M&E activities.
  • Participate in meetings, workshops, and conferences to present M&E findings and contribute to discussions on program strategies.
  • Serve as the primary point of contact for M&E-related inquiries from stakeholders.

6. Quality Assurance and Compliance

  • Ensure that M&E activities comply with ethical standards and data protection regulations.
  • Conduct regular audits of M&E processes to ensure adherence to established protocols.
  • Identify and address any challenges or gaps in the M&E system.

7. Learning and Improvement

  • Promote the use of M&E findings for program improvement, strategic planning, and decision-making.
  • Document and disseminate lessons learned, best practices, and success stories from program activities.
  • Support the development of new project proposals by providing M&E inputs, including setting targets, indicators, and evaluation plans.

Experience Requirements:
-Minimum of 5 years of relevant experience in monitoring and evaluation, preferably in the development or humanitarian sector.

-Proficiency in M&E software (e.g., SPSS, STATA, Excel, Power BI) and experience with data analysis tools.

-Strong written and verbal communication skills; ability to present complex data in a clear and concise manner.

-Fluency in English and local language.

-Strong analytical and problem-solving skills, attention to detail, ability to work under pressure, and excellent interpersonal skills.
